- N00164-04-D-4840 - CLIP-ON NIGHT VISION DEVICE - THERMAL (CNVD-T) - FSG 58 - NAICS 332995 Issue Date 23 MAR 2007 - Closing Date 11 APR 2007 - 2:00 PM CDT This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division intends to modify the existing Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract, N00164-04-D-4840, awarded to Insight Technology, Inc., 9 Akira Way, Londonderry, NH 03053-2037, on 2 August 2004, for the production and delivery of up to an additional quantity of 781 each Clip-on Night Vision Devices ? Thermal (CNVD-T), SU-232/PAS Thermal Sight, NSN: 5855-01-533-0557. This contract action will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is that the CNVD-T is an item of supply deemed available only from the original source in the case of a follow-on contract for the continued production of highly specialized equipment when it is likely that award to any other source would result in su bstantial duplication of cost to the Government or unacceptable delay in fulfilling the agency?s requirements.
