Description
NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), ENERGY STAR Residential Branch (ESRB) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Energy Programs Consortium (EPC), in Washington, DC. The purpose of this acquisition is to develop an energy efficiency financing program targeted at low-to-moderate income homeowners. This program will be designed to allow these homeowners to purchase or refinance a home at a lower interest rate than their current mortgage, while borrowing amounts to pay for cost-effective energy efficiency improvements based on the "whole-house" approach of the Home Performance with ENERGY STAR Program. This requirement will make energy efficiency financing more attractive and accessible to homeowners of low-to-moderate income who own above-market rate mortgages and whose homes typically are older and very energy inefficient, thus allowing these homeowners to make energy-efficient improvements. This in turn plays a significant role in reducing the nation's greenhouse gas emissions from home energy use, which promotes CPPD's goal of reducing U.S. domestic emissions of greenhouse gases via more energy efficient buildings. Energy Programs Consortium (EPC) is uniquely qualified to develop an integrated energy efficiency loan program that utilizes Home Performance with ENERGY STAR for low-income homeowners. EPC has the staff, background and experience to conduct this project, and to produce results quickly. This requirement will build on efforts already made by EPC staff to develop an energy efficiency finance program with backing by some foundations with whom they have established solid relationships. EPC is a nonprofit energy research and demonstration organization sponsored by the four main state organizations representing state officials: National Association of State Energy Officials, National Association of State Community Services Programs, National Association of State Regulatory Utility Commissioners and National Energy Assistance Directors' Association. The buy-in and participation of these state organizations would be critical to successfully developing and delivering an energy efficiency loan program based on the "whole-house" approach to home efficiency used by the Home Performance with ENERGY STAR program since implementation and delivery would depend on the joint cooperation of state energy offices, housing finance agencies and utility commissions in implementing and marketing such a program to low-income homeowners. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. All questions should be directed to Sharron K.
