Description
THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. This RFI is issued for the purpose of developing a viable solicitation that will best communicate the Government?s requirements to industry. THE REQUESTED INFORMATION IS FOR PLANNING PURPOSES AND DOES NOT CONSTITUTE A COMMITMENT, IMPLIED OR OTHERWISE, THAT A PROCUREMENT ACTION WILL RESULT, HEREUPON. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of contractor?s information. It is the offeror?s responsibility to clearly mark any proprietary information as such so that it will be safeguarded in accordance with the applicable Government regulations. Any resultant requirement, if released, will be solicited via the GSA e-Buy.gov system. Requirement Information Insert: The Government contemplates the need for a Commercial Off-the-Shelf (COTS) solution for a web-based Time and Attendance (workforce management) Program System for federal civilian agencies and Department of Defense components, which can provide: 1. A web-based time and attendance scheduling solution that will manage federal employee?s time, attendance, leave usage and the: a. Ability to provide automatic population of timesheets by pay period with default data (i.e., 8 hour days, 5 days a week, current pay scale, holiday schedule, etc). b. Ability for federal employees to enter/change their time and submit to supervisors for approval. (i.e., change 8 hour days to 10 hour days, change 5 day week to 4 day week, etc). c. Ability for employees to enter leave request to supervisors for approval. d. Ability to automatically alert, via E-mail, approving supervisor that request is awaiting approval. e. Ability to establish multi-level approval. f. Ability for supervisors to electronically approve employee request. g. Ability to update leave and attendance records electronically when request approved. h. Ability to electronically notify federal employee when request is approved. i. Produce electronic reports and views to management for review. j. Ability for employees to review time and labor reports. k. Ability to access workforce management system remotely from any web browser. l. Interface with a variety of employee data collection devices including web-based, mobile, biometric, terminals & interactive voice response. 2. This solution must be compliant with key regulatory and management initiatives as follows: a. Federal Enterprise Architecture b. E-Government Act of 2002 c. Chief Financial Officers Act of 1990 d. Government Performance and Results Act of 1993 e. Government Reform Act of 1994 f. Federal Managers Financial Integrity Act of 1982 g. Federal Financial Management Improvement Act of 1996 h. Clinger-Cohen Act of 1996 i. Government Information Security Reform Act of 2000 j. Joint Financial Management Improvement Program k. Section 508 The aforementioned documents can be located at: http://www.usasearch.gov/ 3. Compliant with all Federal Enterprise Architecture Standards to include, at a minimum: a. OMB A-120 b. NIST Special Publication 800-26, 800-37, and c. FISMA requirements for Privacy Impact Analysis (PIA) The aforementioned standards can be located at: http://www.usasearch.gov/ HOW TO RESPOND: Not later than 09:00 P.M. on 29 March 2007, interested parties are requested to provide, via E-mail address to: smartbuy.timeattendrfi@gsa.gov (a) corporate Capability Statement, (b) GSA contract number(s), (c) Size Standard (large business, small business, small disadvantaged business, etc.), in accordance with U.S. Small Business Administration guidelines, (d) verification of current enrollment in the Central Contractor Registration (CCR) system, and (e) Past Performance Information (to include order number and date, dollar amount, and agency POC information) for the most recent twenty-four months that is relevant to your experience in the Time and Attendance (workforce management) Program System market segment.
