Description
00HCTBBC-2007-40684 The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase order to the National Environmental Health Association (NEHA), 720 South Colorado Blvd., Denver, CO 80246-1904, www.neha.org . The authority for this sole source procurement is FAR 13.106-1. The CDC National Centers for Environmental Health (NCEH) is actively engaged in credentialing federal and state environmental health care practitioners. The CDC NCEH is soliciting the NEHA to develop a series of training seminars and work shops tailored to promote the credentialing of government environmental health care workers educated at a technical through post graduate level. The NEHA will conduct the following activities in support of this requirement: 1. propose a strategy to the CDC for accomplishing the services for three workshops to be conducted at the NEHA national educational conference, June 18-21 2007. CDC maintains the right to review and approve or modify the proposed strategy as required 2. develop and widely disseminate information about all workshop contents and registration procedures. The CDC will review and approve or modify as required 3. conduct pre-registration of participants for the three workshops, coordinating with the CDC on final selection of participants where there are limitations on accommodations or number of attendees. Enrollment shall be free to each participant. Associated enrollment fees / costs will be negotiated as part of the total contract cost 4. provide instructors, equipment, and coordinate travel and lodging for all instructors. NCEH shall cover all expenses associated with these workshops, thus all costs will be negotiated as part of the contract settlement. 5. provide logistical support for workshops at the proposed conference site, including hotel accommodations/ lodging; class room or conference area set-up; audio-visual support, and audio/video taping for later online dissemination 6. design, publish and reproduce workshop materials. Disseminate to selected participants. Draft copies of lecture or teaching materials must be submitted to the CDC prior to scheduled conference dates 7. conduct post-workshop evaluation by soliciting detailed comments and suggestions from participants of workshops. One evaluation shall be conducted on site at the conclusion of the workshops and another shall be conducted by e-mail approximately 4-6 months later. Results of these evaluations shall be submitted to CDC within 30 days after the evaluations are conducted. At a minimum, questions should include how workshop participants used their new information and skills 8. post the three CDC workshop videos, presentation slides, handouts and designated links on a website that clearly delineates CDC as co-sponsorship and provide an electronic copy in CD-ROM or DVD format to the CDC 9. widely publicize the availability of these online workshops including available pre-approved NEHA continuing education units 10. provide free access for these online workshops for at least twelve months following the website inception date. Authorized user access to the website will be determined by mutual agreement and based on need for the course curriculum 11. provide user registration screen that identifies initial and returning users and captures their contact information and use of each on-line workshops 12. conduct post-online workshop evaluations; perform another assessment six months later of how participants used their new information; and report these along with website usage statistics on a quarterly basis - END OF VENDOR REQUIREMENTS. Following adequate market research, a purchase order is being awarded to the NEHA on the premise that this organization offers the only available program designed to credential environmental health care and research workers at a professional level of expertise; this includes training and credentialing at technical, graduate and post graduate levels. The NEHA maintains exclusive rights to its teaching and credentialing methods and materials. Copy written teaching and lecture materials are considered the intellectual property of NEHA, thus are protected from unauthorized reproduction and/or dissemination during their intended use to facilitate this service agreement between CDC and NEHA. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide these services are encouraged to identify themselves and give written notification to the Contracting Officer within 10 days of the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining to conduct a competitive procurement.
