- Description
- DHS intends to negotiate a sole source contract with the Open Geospatial Consortium, Inc. (OGC) for a Principal Membership. The purpose of the procurement is to provide access for DHS to influence standards development and implementation in the areas of geospatial technology and geospatial interoperability across Federal, State and Local governments, the private sector, and the academic community. The OGC is the only standards-based organization of its kind in the Geospatial field. The OGC leads the development of standards for geospatial and location based services. The proposed contract action is for a Principal Membership which gives members authority over the specification release and adoption process, voting rights on the OGC planning committee, and involvement in the Consortium?s technology development process. Principal Members also evaluate and provide guidance on market direction and Consortium focus, possess Technical Committee voting rights, have approval authority for OGC policies and procedures and vote to elect members of the OGC Board of Directors. This is a membership for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, interested persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within 10 days of this announcement will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notices is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
