- The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement for 32 each 7 man inflatable life rafts with survival kit and hardcase manufactured by Life Support International Inc, part no. FLO-3330-AD. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The Agency intends to enter into a firm-fixed-price, supply-type contract with Life Support International, Inc. located in Bristol, P A. The basis for restricting competition is that the inflatable 7 man life rafts with survival kit, when packaged in the hardcase will fit in the limited space (must be no larger than 37-inch x 12 and one-half inch x 9 and one-half inch) on the requiring activitys UH 60 MEDEVAC aircraft, be able to fit through the windows of the aircraft, and have a suspension system rated at 30Gs. Failure to acquire the life raft will give the aircrews of the MEDEVAC aircraft no life raft option in the event the aircraf t must conduct a water landing which could result in serious injuries or death when the crews are conducting over water operations in OEF. Liferafts will be delivered to HHC 101st AVN BDE, Bldg 7119, Fort Campbell, KY 42223. NAICS code for this procurem ent is 326299 and the small business size standard is 500 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Su pporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with the manufacturer, Life Support International, INC. See Numbered Note 22.
