- Description
- The supplies or services to be procured in this solicitation are classified under NAICS 237990. To qualify as a small business concern, the concern must have had average annual receipts for the preceding three fiscal years not exceeding $31.0 millio n. This project is advertised as an 8(a) Competitive requirement restricted to 8(a) firms located within the geographical area serviced by SBA in Illinois, Kentucky, Missouri, Tennessee, Mississippi and Arkansas or have an SBA certified bona fide place of business within any of the aforementioned states. The firm must have the above assigned NAICS code approved for 8(a) participation. All other firms are deemed ineligible to submit offers. The SBAs assigned Requirement Number is 7700-07-703039. In add ition to the above, all 8(a) contractors eligible to compete must have bonding capacity over $3,500,000. The work consists of installing sixty-four (64), 8-inch diameter relief wells along the landside toe of the Mississippi River mainline levee and immediately landside of the existing landside levee toe road. Wells will be placed between Miles 35/55+76 and 37/33+18 and between station 38/25+13 and 38/51+28. The construction area also includes two outlet ditches. One extends northward from the levee to the centerline of Half Moon Bayou at approximate levee station 36/27+50. The other extends approximately 2750 feet westward from the levee towards Half Moon Bayou at approximate Levee Station 38/25+20. These relief wells are located at Baders to Below Cottonwood Point, Pemiscot County, Missouri. Optional items of work on this project consists of installing forty-seven (47) 8-inch diameter relief wells and seven (7) piezometers along the landside toe of the Mississippi River mainline levee. Six (6) existing piezometers will also be plugged and abandoned. All relief wells and piezometers will be installed be tween levee miles 81/0+00 and 83/0+00. Additionally, a landside sump area, landside pump pad, riverside discharge pat, and riverside outlet structure will be constructed at approximate levee mile 81/42+97 with a single 12-inch outside diameter steel pipe crossing the levee to convey water from the landside sump area to the riverside of the levee. All excavated material from the sump area and pump pad will be used as embankment for the installation of the steel pipe and the two access ramps. Offsite borro w material is anticipated to fulfill final embankment quantities. All disturbed areas will require turfing as specified. In conjunction with construction at the site, environmental protection will also be an item of work. The optional item relief wells are located at Farrell, Coahoma County, Mississippi. The estimated value of the proposed work is between $1,000,000.00 and $5,000,000.00. The solicitation will issue on/about 17 April 2007 and bid opening date will be on/about 17 May 2007.
