Description
The USDA/NRCS Plant Material Center in Corvallis, Oregon would like to continue its long standing relationship with Oregon State University. Below, is justification, according to FAR 6.303-2 for obtaining the authority to purchase incidental supplies and services for the Plant Materials Center from OSU. 1 - The Plant Materials Center seeks to purchase from OSU supplies and services including machinery, equipment operators, water, fuel, fertilizer, pesticides, shop services, student labor (summer), facility maintenance and library services. 2 - The supplies and services will be used carry out the goals and mission of the USDA/NRCS Plant Materials Center in a cooperative and cost effective manner. 3 - To carry out our goals and mandates, NRCS has determined that it will need to acquire through procurement the previously stated services and supplies for a total estimated cost of $41,400. 4 - The Corvallis NRCS Plant Materials Center is located on OSU property and has leased farm land and building space from OSU for decades. The yearly charge of $1 for building space is obviously cost effective. Being located on the OSU Hyslop Farm, the Plant Materials Center staff is free to use OSU specialty farm equipment whenever needed thus saving valuable time and money for our program. OSU is able to meet all of the specifications needed by the Plant Materials Center including building space, on-site irrigation wells, shop services, facility maintenance and equipment operators for the same cost charged to other OSU facilities and programs. 5 - The land lease rate charged to NRCS by OSU is less than similar farm land in the area. NRCS is able to buy local supplies under this OSU purchase order for much less than we could purchase on our own because of major quantity discounts afforded the university. The Plant Material Center is also able to get field inspections done for free because of our association with the farm, which saves hundreds of dollars each year. Beside the overall cost advantage offered by OSU, the technical expertise of OSU faculty and staff is invaluable. 6 - Because of our long standing relationship, techniques and equipment have been developed over the years that make farming small areas such as ours very cost effective. These economies will not be available with any other vendor. Because of these reasons, it is my recommendation that we issue a Purchase Order to OSU to pay for the supplies and services listed in Paragraph 1.
