Description The Department of Health and Human Services, Centers for Disease Control and Prevention, is seeking applications from qualified applicants for a Senior Treatment Coordinator position located in Maputo, Mozambique. The resultant contract shall be a Personal Services Contract (PSC). See PL 109-149, Section 215(1), Reference 22U.S.C.2669(c). SOLICITATION NUMBER: 2007-N-09243 POSITION NUMBER: MZ-PSC-03 ISSUANCE DATE: April 3, 2007 CLOSING DATE/TIME: April 18, 2007 at 10:00AM Eastern Standard Time POSITION TITLE: Senior Treatment Coordinator MARKET VALUE: $65,225 to $103,935 per year-- Final compensation will be based on individual salary history, work experience, and educational background. PERIOD OF PERFORMANCE: One Base Year and Four Option Years PLACE OF PERFORMANCE: Maputo, Mozambique SECURITY CLEARANCE: NACI AREA OF CONSIDERATION: United States Citizens and residents and third country nationals. Citizens and permanent residents of the host country are not eligible for this position. Duties and Responsibilities: Provides technical assistance and oversight for treatment programs and interventions supported by the CDC Global AIDS Program (GAP) in Mozambique. Key responsibilities of this position are addressed in three broad areas: 1. Technical Advice and Strategic Planning: a. Under the direction of the CDC Director, provides leadership for treatment related activities with respect to planning service provision and clinical management of PLWHA including appropriate use of ARVs. b. Provides technical advice related to this program area within the Mozambique USG team and including the interagency Emergency plan group, USG treatment working group, Emergency plan funded implementing partners and MOH. c. Serves as the eyes and ears of the CDC Management on matters related to HIV treatment at meetings with MOH and partner organizations. Advises senior management teams on program related issues, and is a point of contact/reference for the CDC office and the US mission on approaches to treatment. d. Guide the development of program objectives and provide leadership in the management of CDC Mozambique treatment activities, including ART services and linkages with other programs, pediatric treatment, TB/HIV collaborative activities, opportunistic infections and community based programs. e. Establish close links with laboratory services to ensure that laboratory services are fully supportive of treatment service implementation and expansion. 2. Program monitoring a. For Implementation of treatment programs. b. Development of treatment components to the mid-year and annual reports. c. Collaborate with CDC administration teams on financial and programmatic review of partner proposals for proposed activities and make recommendations. 3. Supportive supervision and quality assurance: a. Initiative for Operations research as needed for the improvement of clinical ART services. b. Oversee the operations of partners to make sure that their activities are conforming with nationally and internationally accepted standards and CDC goals and objectives. c. Analytical assessment of needs and requirements to ensure safe and effective delivery of treatment services as recommended. d. Keep abreast of new international and regional program developments in the area of ARV treatment, develop and propose introduction and/or adaptation of new interventions for the CDC GAP Mozambique program. Major Duties and Responsibilities: Technical Support 1. Provide technical advice and consultation on the implementation of strategies to improve treatment in existing HIV/AIDS programs, and on the development and implementation of ARV treatment, TB/HIV, prevention and treatment of opportunistic infections, Pediatric treatment and referral networks in host country. 2. Closely liaises with senior laboratory staff to collaborate and coordinate CDC GAP Mozambique support for laboratory and treatment services and contribute to ensure consistency of laboratory support across treatment programs. 3. Provide consultation to and collaborate with MOH, Universities, NGOs, USAID, WHO, and other groups or individuals on HIV/AIDS treatment, pediatric treatment, TB/HIV collaborations, laboratory strengthening, capacity building and strengthening referral networks. 4. Oversee the preparation of technical treatment reports on HIV/AIDS for national and/or international presentations, the Emergency Plan mission including contributing to annual reports, mid-year reports and development of country Operational plans: Chairs the emergency plan interagency Treatment working group to coordinate planning, reporting and evaluation of treatment related activities under PEPFAR; responds to issues related to opportunistic infections and TB/HIV management within the US mission and with implementing partners. 5. Keep abreast of new national and international developments in the area of treatment and develop and propose adaptations and/or modifications for CDC GAP Mozambique; initiate, plan and participate in operations research aimed at improved program implementation. 6. Under the supervision of CDC Global AIDS Program (GAP) Director, serve as the eyes and ears of CDC Mozambique in specific meetings and/or public forums (e.g. Investments Working group of the Pre-SWAP Forum, ART technical Working group, pediatric technical working group and TB/HIV taskforce); and in treatment related meetings and/or negotiations with MOH, USAID, NGOs and other partners. PROGRAM MANAGEMENT AND OPERATION 1. Oversee the collaborative program design, implementation, and monitoring and evaluation of CDC Mozambique activities, including ART, Pediatric Treatment, TB/HIV, and HBC: included is program management for laboratory strengthening, as needed. 2. Communicate with MOH, and collaborating partners to assure cooperation in attaining program objectives; coordinate emergency plan ART treatment partners meetings; convey, translate and link implementing partners to CDC/Mozambique and PEFAR requirements; respond to questions and advise implementing partners and technical staff on CDC GAP Mozambique and OGAC guidelines and requirements. 3. Develop, implement, evaluate and improve processes and procedures to monitor the effectiveness, efficiency and productivity of program activities; Provides oversight for program management and monitoring: meets with implementing partners, evaluates performance, discusses program modification, re-programming of funds due to non expenditure or changing needs; 4. Provide guidance to CDC Mozambique staff in accomplishing program objectives; review proposals and recommend approval or disapproval of funding activities. 5. Participate in strategic planning, including the development of short and long-term objectives for CDC Mozambique treatment activities; plan for specific technical visits from CDC Atlanta and implementing partners. 6. Recommend the allocation of resources to particular treatment projects, including review of proposals submitted to CDC GAP Mozambique and the US mission. Develop and maintain open communication with CDC Atlanta, MOH, USAID, DOD and other collaborating partners to assure overall coordination of CDC Mozambique treatment and laboratory activities. 7. Maintain contacts with CDC/Atlanta, US Embassy, USAID, GAP country program offices and other agencies in order to accomplish treatment program operational goals. SUPERVISORY RESPONSIBILITIES 1. Provide technical advice/guidance to the CDC Mozambique Home-Based Care, TB/HIV/OI and Pediatric Technical Advisors and Program Support Staff involved in treatment program support. 2. Establish general guidelines and utilize sound managerial concepts in order to implement program objectives and attain desired goals. 3. Oversee CDC Mozambique administrative activities relevant to program area and activities, including ART, Pediatric treatment, TB/HIV, other HIV/AIDS treatment related programs and, to a limited extent, laboratory programs. 4. Assure that activities are compatible with CDC Mozambique treatment and (laboratory) program objectives and ensure the timely submission of proposals for financial and other resources to support such activities. 5. Provide guidance to treatment program staff regarding the extent of program commitment and support requirements. 6. Oversee and coordinate technical assistance providers and partners, e.g. Columbia University, Elizabeth Glazer pediatric AIDS Foundation, APHL, FURJ, contracted by CDC/GAP. Mozambique to provide TA and implementation support for treatment and laboratory programs. 7. Assure that CDC Mozambique meets its obligations to collaborating partners, including the provision of technical assistance, training, funding and other organizational assistance for treatment programs and interventions. Minimum Qualifications: 1. Knowledge of the principles, concepts, methods, and techniques of public health programs, especially in the area of HIV/AIDS and the ability to analyze, evaluate, and provide expert advice and consultation. 2. Knowledge of the principles, methods, applications, and state-of-the-art technology in the area of HIV/AIDS treatment to provide direction and guidance on critical and complex issues. 3. Knowledge of CDC missions, objectives, goals, and management practices to integrate these requirements with program planning and evaluation activities. 4. Ability to perform complex analytical studies and interpret results to coordinate the evaluation of programs and recommend improvements. 5. Ability to communicate, both orally and in writing, to make clear, convincing presentations, explain and justify recommendations; explain policies and programs of the agency and assigned program or project areas; provide guidance and advise program administrators and the community; respond to inquiries, and interact with high level officials and representatives from public and private organizations. 6. Three or more years of related experience in HIV/AIDS or other medical care, epidemiology, infectious diseases or related scientific area is required. 7. Level IV (fluency) in English is required; Level III (working knowledge) in Portuguese is also required. Ability to write professional documents and articles to submit for publication is required. 8. Must have advanced skill levels in use of data analysis software packages and excellent overall computer skills. 9. Masters in Public Health Desired Qualifications: 1. Knowledge of MOH strategies, guidelines and procedures for HIV programs and Mozambican laws and regulations relevant to research activities and projects. 2. Knowledge of relevant cultural context and local beliefs that may facilitate or hinder successful program implementation. 3. Post graduate training and specialty certifications are desired. 4. Post-degree certification or training in epidemiology or HIV-related programs preferred. 5. M.D. or Ph.D. in epidemiology or related field. Federal Taxes: Personal Service Contractors who are either United States citizens or Permanent Resident Aliens (i.e., ?green card? holders) of the United States are not exempt from payment of Federal Income and, in some cases State, income taxes on salaries earned abroad while working for the U.S. Government. CONTRACTOR-MISSION RELATIONSHIPS (a) The contractor acknowledges that this contract is an important part of the U.S. Foreign Assistance Program and agrees that his/her duties will be carried out in such a manner as to be fully commensurate with the responsibilities which this entails. (b) While in the Cooperating Country, the contractor is expected to show respect for the conventions, customs, and institutions of the Cooperating Country and not interfere in its political affairs. (c) If the contractor's conduct is not in accordance with paragraph (b) of this provision, the contract may be terminated under General Provision 16 of this contract. The Contractor recognizes the right of the U.S. Ambassador to direct his/her immediate removal from any country when, in the discretion of the Ambassador, the interests of the United States so require. (d) The Mission Director is the chief representative of CDC in the Cooperating Country. In this capacity, he/she is responsible for the total CDC Program in the Cooperating Country including certain administrative responsibilities set forth in this contract and for advising CDC regarding the performance of the work under the contract and its effect on the U.S. Foreign Assistance Program. The contractor will be responsible for performing his/her duties in accordance with the statement of duties called for by the contract. However, he/she shall be under the general policy guidance of the Mission Director, and shall keep the Mission Director or his/her designated representative currently informed of the progress of the work under this contract. SOCIAL SECURITY, FEDERAL INCOME TAX AND FOREIGN EARNED INCOME (a) Since the contractor is an employee, F.I.C.A. contributions and U.S. Federal Income Tax withholding shall be deducted in accordance with regulations and rulings of the Social Security Administration and the U.S. Internal Revenue Service, respectively. (b) As an employee, the contractor is not eligible for the 'foreign earned income' exclusion under the IRS Regulations (see 26 CFR 1.911- 3(c)(3)). INSURANCE (a) Worker's Compensation Benefits. The contractor shall be provided worker's compensation benefits in accordance with the Federal Employees' Compensation Act. (b) Health and Life Insurance. (1) The contractor shall be provided a maximum contribution of up to 50% against the actual costs of the contractor's annual health insurance costs, provided that such costs may not exceed the maximum U.S. Government contribution for direct-hire personnel as announced annually by the Office of Personnel Management. (2) The contractor shall be provided a contribution of up to 50% against the actual costs of annual life insurance not to exceed $500.00 per year. (3) Retired U.S. Government employees shall not be paid additional contributions for health or life insurance under their contracts. The Government will normally have already paid its contribution for the retiree unless the employee can prove to the satisfaction of the Contracting Officer that his/her health and life insurance does not provide or specifically excludes coverage overseas. In such case, the contractor would be eligible for contributions under paragraphs (b)(1) or (2) as appropriate. (4) Proof of health and life insurance coverage shall be submitted to the Contracting Officer before any contribution is paid. On assignments of less than one year, costs for health and life insurance shall be prorated and paid accordingly. (5) A contractor who is a spouse of a current or retired Civil Service, Foreign Service, or Military Service member and who is covered by their spouse's Government health or life insurance policy is ineligible for the contribution under paragraphs (b)(1) or (b)(2) of this provision. Selection Factors: The applicant that represents the best value to the Government will be considered for award of Senior M&E Advisoral Service Contract (PSC). To determine best value, the following factors will be considered: 1. The extent an applicant meets the minimum and desired qualifications based on information obtained through the application package and interviews. Note that interviews may or may not be conducted; therefore, the application package should clearly identify how well the applicant meets the minimum and desired qualifications of this position. Interviews, if conducted, may be either in-person or via telephone. 2. Information collected from reference checks. References will only be verified for those applicants determined to have a reasonable chance of being selected for award. 3. Results of a cost assessment. The cost assessment will determine the total cost (salary plus benefits and allowances) of the applicant for the complete term of the contract (base period plus any option years). Basis for Award In determining best value, paramount consideration shall be given to technical merit (applicant qualifications and reference checks) rather than to cost. In cases where applicants are determined to be essentially equal, then cost may become the determining factor.
