- Notice: Only local sources located in Japan will be considered under this solicitation. Local sources are those sources (e.g., corporations or partnerships) that are physically located in Japan and authorized to perform in Japan, the type of service work specified in this solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, lab or standards, and regulations of Japan during the performance of the resulting contracts. The U.S. Army Corps of Engineers, Japan District requires an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Disposal of PCB Transformer, Kadena Air Base, Okinawa, Japan. Project Description: Work consists of periodic ha zardous material management activities (site visits: Contractor personnel shall visit the facilities at least a minimum of two times a month or more as necessary to conduct their operations), hazardous material handling, database management, and submittal of a final technical report. Materials targeted for removal and disposal include, but are not limited to, electrical transformers and switches, PCB oil, fluorescent lighting ballasts, miscellaneous debris contaminated with PCBs, electrical cable contaminat ed with PCB and miscellaneous hazardous waste. Project activities include the management, identification, testing, proper handling/labeling/storage, inventory, and on-base movement of PCB-contaminated items on Kadena Air Base. It is anticipated that the C ontractor shall process and package approximately 300 out-of-service transformers and related equipment in accordance with the Japan Environmental Governing Standards. The initial task order may consist of approximately 150 out-of-service transformers. For planning purposes, assume 60% of the out-of-service transformers are small size transformers (fits on 1.2 meters by 1.3 meters drip pan) and medium/large (fits on 1.4 meters by 1.6 meters drip pan). The solicitation W912HV-07-R-0008 will be issued and mad e available on or about 5 April 2007 with the due date of 4 May 2007 at 1400 hours, (2:00pm) Japan Standard Time to Contracting Division, Procurement Branch, Attn: Perl Cadawan. Information regarding specifications will be made available through the Fede ral Technical Data Solution (FedTeDS) web page at http://www.fedteds.gov. FedTeDS is a web-based dissemination tool designed to safeguard acquisition- related information for all federal agencies. Prospective offeror must first be registered with the Cent ral Contractor Registration (CCR) which is required by Federal Regulations (See FAR 52.204-7004) to be awarded this project and payment from any DOD activity.
