Description
The Center for Health Care Contracting (CHCC) intends to award a cost-reimbursement type contract for non-personal nonseverable services in the field of toxicology with The National Academy of Science (NAS) , Washington D.C. The NAS shall conduct a comprehensive review and evaluation of available scientific medical evidence regarding associations between prenatal, child and adult exposure to historic drinking water that contained trichloroethylene (TCE) and tetrachloroethylene (PCE) at Camp Lejeune, North Carolina, as well as other pre-natal, child and adult exposures to levels of TCE and PCE similar to those experienced at Camp Lejeune, and birth defects or disease and any other adverse affects. The nonseverable requirement is for a period of perform ance of 21 months. The North American Industrial Code System (NAICS) code is 541690. Negotiations will be conducted solely with NAS under the authority of 10 USC 2304(c)(5), as implemented by FAR 6.302-5(a)(2)(iii), which states full and open competition need not be provided for when a statute expressely authorizes or requires that the acquisition be made through another agency or from a specified source. The National Academy of Science is mentioned in at FAR 6.302-5 as such a source, which states To an y contract requiring the National Academy of Sciences to investigate, examine, or experiment upon any subject of science or art of significance to an executive agency and to report on those matters to the Congress or any agency of the Federal government. This nonseverable requirement is mandated by Congress as written in Section 318 of the National Defense Authorization Act for Fiscal year 2007 (P.L. 109-364, Subtitle B) which further specifies that the Secretary of the Navy enter into an agreement with t he National Academy of Sciences (NAS) to conduct this study. Request for Proposal (RFP) number W81K04-07-R-0018 will be issued on or about 6 April 2007.
