- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number M00681-07-T-0053 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16 and the Defense Federal Acquisition Supplement, current to DCN 20070327. The North American Classification System Code is 813110 and the small business size standard is $6 million. This acquisition is set-aside 100% for small businesses. Marine Corps Base, Camp Pendleton, California, has a requirement for a Parish Life Director (Deacon/Roman Catholic Clergy) to provide administrative and pa storal leadership for the chapel community of Camp Pendleton (parish) in place of resident priest, pastor, or to assist the Canonical Pastor. The contract resulting from this solicitation will contain a base year with 4 one-year options. The period of performance for the base year shall be from the time of award to 30 September 2007. Quoters must meet the following criteria: POSITION RESPONSIBILITIES: (a) To provide administrative and pastoral leadership for all the activities of a chapel (parish) community. (b) To guide and supervise the chapel staff concerning liturgical preparation. (c) To coordinate the functions of the Director of Religious Education (DRE) in relationship with the base chapel religious education program. The DRE collaborates with the Parish Life Director, observing diocesan policies and procedures. (d) To foster participation of the laity in the chapel (parish) through collaborative structures (Chapel Council, Finance Council. Liturgy Committee, etc.). (e) To preside at in consultation with the Camp Pendleton Bas e Catholic Priest, chapel needs for prayer, worship, and spiritual formation are met through the sacraments of Penance, for Eucharist on Sundays, weekdays, and special occasions (baptisms, funerals, marriages, etc.) To preside and give scriptural reflections at Communion services and other prayer services (vigils, devotions, etc.). (f) To assure Sacramental and other care to parishioners in crisis or difficulty (illness, bereavement, hospitalization, alienation). (g) To encourage and cultivate the talents and gifts of all members of the chapel community. To be sensitive to the racial, ethnic, and gender diversity and needs of the chapel in worship, leadership, and ministry. (h) To foster and supervise chapel ministries of evangelization and catechesis. (i) To direct parish ministry to the poor in the local community and beyond. (j) To implement diocesan policies. (k) To assist in the administration of chapel ROF in a responsible manner in consultation with a chapel fin ance council, implement all Navy and diocesan directives in financial matters. (l) To participate in deanery, presbyteral, and other diocesan meetings and projects as appropriate or requested by the Bishop, or the Canonical Pastor. (m) To meet with the Canonical Pastor on a regular monthly schedule. To consult with the Canonical Pastor in special or emergency situations. To facilitate communication between the Canonical Pastor and parish leadership. POSITION QUALIFICATIONS: Ordained Roman Catholic Deacon (clergy) of spiritual maturity and commitment, with current faculties from the Archdiocese for Military Services. EDUCATION: Ordained Deacon (Roman Catholic Clergy) with faculties (authority to serve) from the Archdiocese for the Military Services. Possesses degree in theology, ministry, divinity, or a related field or its equivalent, graduate degree preferred. (Equivalency will be given due regard by the Review Committee and Formation Director) Vatican II theology and familiarity with USCCB documents are highly desirable. DESIRABLE QUALIFICATION: (a) Excellent written and verbal communication skills. (b) Must demonstrate administrative and organizational skills. (c) Ability to prioritize and manage multiple tasks and responsibilities and meet deadlines. (d) Supervisory and management experience, particularly building and utilizing volunteer support. (e) Excellent computer skills including Microsoft Word, Excel, graphic, web and donor database systems. (f) Collaborative team-working style with ability to relate effectively with people from diverse backgrounds, ages, and languages. (g) Requisite educational background and work experience. ADMINISTRATION: Roman Catholic ? (a) Collaborates with the pastor in direction of parish programs, ministries and planning. (b) Represents the pastor in his absence. (c) Collaborates in the overall process of parish administration: needs assessment implementation. (d) pastoral planning financial management decision-making building management. (e) Relates to cluster, Deanery, Vicariate, and Archdiocesan structures. (f) Participates in ecumenical activities. (g) Administers designated parish programs. (h) Attends parish council meetings. (i) Attends and participates in staff meetings. (j) Assists, as needed, in maintaining parish, civil and canonical records. (k) Contributes to the following as necessary: parish bulletin, newsletters, bulletin inserts, flyers, and newspapers. (k) Facilitates census up-dating in the parish. (l) Is accountable to pastor for responsibilities. WORSHIP/LITURGY/PRAYER: (a) Leads communal prayer to include Word Sacrament Services and Prayer Services as needed, Wake and Ecumenical Services, and Cemetery Service Stations of the Cross. (b) Preaches when pastorally and canonically appropriate. 3. Assists in parish sacramental celebrations. (c) Coordinates parish liturgical music. (d) Coordinates all liturgical ministers: (Recruits, trains and provides ongoing spiritual formation); Lectors, Song Leaders (Cantors) Liturgy planners Organists, Musicians Ushers Eucharistic Ministers Greeters (Hospitality). (e) Coordinates the scheduling of: Lectors, Musicians, Eucharistic Ministers. (f) Is responsible for the chapel liturgical environment. (g) Attends funerals in the parish. (h) Arranges for the Sacrament of Anointing of the Sick at the rest homes and for the homebound. (i) Is a visible participant in Sunday liturgy. (j) Shares in weekly discussions/sharing of insights on coming weekend Scripture readings with staff. (k) Assists students and staff in preparing liturgies for special events. SPIRITUALITY: (a) Provides spiritual leadership through Spiritual direction for individuals or groups. (b) Directing retreats and days of recollection. (c) Resource perso n. (d) Fosters the faith growth of all members of the chapel. (e) Meets monthly or as required with his Spiritual Director to ensure personal growth. THE SICK AND THE ELDERLY: (a) Gives pastoral care to the elderly in their homes. (b) Visits the sick in the hospital or their homes and rest homes on a regular basis. (c) Is attentive to those dismissed from the hospital and recuperating from surgery or prolonged illness. (d) Directs and coordinates all programs for the elderly, the sick, and the homebound: (e) Eucharistic Ministers, Pastoral visitors, Prayer leader (rosary, prayer services ... ). (f) Provides Word and Sacrament Services as needed. (g) Serves as a resource person for all programs and activities for the elderly. BEREAVEMENT: (a) Meets with family to plan funeral liturgy. (b) Meets with family to plan wake Scripture Service. (c) Meets with family to plan wake service and funeral in the absence of the pastor. (d) Meets with family to plan wake servi ce and funeral with the pastor. (e) Makes bereavement calls, as neede d. (f) Offers bereavement classes. (g) Offers a one-day bereavement retreat once a year. (h) Ministers to those who suffer due to loss of loved ones, according to their needs (i.e., follow-up pastoral visits, hospice continuation ...). (i) Serves as Coordinator of the Ministry of Care. (j) Provides counseling for individuals and groups especially in times of personal tragedy. EDUCATION: (a) Coordinates the Order of Christian Initiation of Adults and Rite of Christian Initiation of Adults Process. (b) Serves on the team for the Order of Christian Initiation of Adults Process. (c) Helps to plan and execute short and long range spiritual formation programs for the chapel (parish). (d) Supports and encourages Bible study groups. (e) Serves as a resource person for Bible study groups. (f) Assists where needed in parent preparation for Baptism. (g) Serves on the team for student preparation for Confirmation. (h) Is available to conduct interviews for First Reconciliat ion and First Holy Communion. (i) Collaborates with Director of Religious Education, Youth Minister, Coordinator of Religious Education, Music Ministers, as needed in assisting the ministry of children, youth, and adult religious education. (j) Assist in developing social consciousness among the staff and parishioners. (k) Assists the staff and parishioners in responding to the needs of the poor and victimized in the community. (l) Assists with the ministry of evangelization. MARRIAGE COUNSELING AND DIRECTION: (a) Assists couples in marriage preparation. (b) Serves as Coordinator of Pre-Cana. (c) Encourages attendance at Engaged Encounters, Retrouvaille, CREDO Weekends. (d) Provides counseling for troubled marriage partners, utilizing and/or referring to MCCS or Tri-care as appropriate. (e) Initiates annulment process and take annulment testimony. (f) Acts as liaison with the Marriage Tribunal for couples regarding marriage or annulment procedures. (g) Ministers to the divorced and separated. (h) Ministers to widows and widowers. CHAPEL LIFE: (a) Attends and participates as necessary: Parish Council, Liturgy & Environment Parish Council, Finance Committee (ROF). (b) Counsels troubled parishioners and refers as need to outside support groups. (c) Assists with ministry to alienated or non-practicing Catholics. (d) Affirms family life and encourages spouses and parents in their roles. (e) Assists in fostering a sense of community within the chapel community in which new members and established parishioners feel a sense of belonging to each other, the parish and the larger Church. (f) Assists with evangelization and RCIA programs. (g) Promotes and trains lay leadership. (h) Provides hospitality for various activities when needed. PERSONAL AND PROFESSIONAL: (a) Possesses an active faith life and is able to translate this into action for others. (b) Is collaborative. (c) Is knowledgeable of the mission of the base chapel and the larger church. (d) Assists in the formation of the entire parish in understanding the parish mission. (e) Serves as resource person to other staff members and parishioners. (f) Professional background needed for effective parish work. (g) A willingness to learn and share. (h) Maintain skills and ongoing education through study, research, workshops and seminars (i.e., clergy/pastoral staff study days, Order of Christian Initiation of Adults workshops, etc.). (i) Is a professional person of integrity and responsibility. (j) Recognizes the need for on-going spiritual renewal. (k) Recognizes the need for leisure and takes it. SPECIFIC PARISH NEEDS: (a) Assists in the planning and implementation of appreciation events for chapel volunteers. (b) Prepare press releases about parish events and activities. (c) Assist in the writing of the weekly Chapel bulletin. (d) Other duties as assigned. The Government will award a contract resulting from this solicitation to the responsible quoter whose quotation conforming to the solicitation, will be most advantageous to the Government.
