Description

The NTSB has a need for management and operation services of its Training Center. The Training Center is a state of the art learning facility currently operated by NTSB. Although the Training Center has grown since it was opened in 2003, there is significant potential to increase revenue. The NTSB is a federal agency with expertise in investigating transportation accidents and making safety recommendations to improve transportation safety. The NTSB requires an organization with expertise in managing and operating an educational / conference facility in order to maximize revenue. The NTSB anticipates awarding an IDIQ type contract and issuing individual Task Orders to meet the needs of this requirement. The scope of this requirement is separated into three main functional areas: FUNCTIONAL AREA 01 - Facility Management FUNCTIONAL AREA 02 - NTSB Sponsored Course & Event Management FUNCTIONAL AREA 03 - NTSB Sponsored Course Development The NTSB does not intend to issue funded task orders for all of these functional areas. Functional Areas 01 and 02, Facility Management and NTSB Sponsored Course & Event Management, shall be revenue sharing task orders. Through fees collected from these functional areas, the total gross revenue generated is shared between the NTSB and the contractor. Functional Area 03, NTSB Sponsored Course Development, requires the contractor to develop, market, schedule, and instruct new classes sponsored by the NTSB. This may include development of curriculum, syllabus, lesson plans, instructor qualifications, course materials, etc. The NTSB will negotiate and fund individual task orders that will include the specific information for each course.
