Description

The National Institutes of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Biochemical Science Division, intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Artel, of Westbrook, Maine for the purchase of a MVS (Multichannel Verification System) Equipment Package. Sole source determination is based on the following: NIST currently utilizes PCS (Pipet Calibration System equipment manufactured by ARTEL. The required MVS Equipment Package will be used for calibration of existing equipment, therefore it must be 100 percent compatible with the existing ARTEL PCS. The MVS package is manufactured and distributed only by ARTEL. The technology of the PCS equipment is proprietary to ARTEL. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by April 17, 2007 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
