Description: PRESSURE REACTION APPARATUS, MODEL 4547A. DESC: The U.S. Department of Energy???s National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to the PARR Instrument Company for delivery to our site in Albany, OR for the following: 1. 4547A-TFMD1-SS-230-VS.25-7500-SC-GE-BF-ASME-SPK, Pressure Reaction Apparatus, Model 4547A, with: 4 each A. Fixed-head Vessel, Floor-stand mounting B. 3.25??? ID, 9.8??? IL, 1200 mL capacity C. Head, cylinder, and internal wetted parts of T316SS D. External fittings of T316SS E. Magnetic drive, with T316SS wetted internals F. Rated for use at up to 5000 psi at 350 degrees C G. Parr Confined-PTFE gasket for use up to 350 degrees C H. Head is equipped with: 1. Gas inlet/liquid sampling port with valves and dip tube 2. Pressure gage, SS, 0-7500 psi 3. Pressure transducer, 0-5000 psi 4. Safety rupture disc, INC, pre-bulged, 5000 psi 5. Gas release valve 6. Serpentine cooling coil 7. Thermowell, with Type-J thermocouple 8. Footless magnetic stirrer with 16 in-lb torque 9. Gas entrainment impeller, with removable baffles I. Variable-speed, ?? hp, 1700 rpm motor J. Electric heater, 2000W, 230V, 8 amps K. Without Model 4843 Controller L. ASME certified M. With spare parts kit 4 each. 2. Two Model 4875 Power Boxes ??? 4 each. 3. Solenoid valve module, for auto-cooling ??? 4 each. 4. Cable Kit, includes: 4 each a. Transducer cable, 2???ft b. Tachometer cable, 20-ft c. T/C ext. wire, 20-ft d. Ext. cable, 16-pin, 10-ft e. Power cord, 8-ft f. Motor cord, 20-ft g. Heater cord, 20-ft This request is considered to be sole source to the PARR Instrument Company because we must obtain components to finalize construction of a high pressure, stirred reactor system for the geochemistry facility located in Albany, OR. The completed system will consist of six reactors and is designed to simulate the conditions at up to 8,000 feet depth in rock strata to study rock-cement-CO2 reactions at these depths, and will support experimental study of sequestering greenhouse gases for long periods of time. Two reactors have been previously purchased from the PARR Instrument Company. The new components will expand the present PARR reactor system to full capacity of six reactors. Purchase of the remaining reactors and parts must be purchased from the same company to ensure compatibility of physical components, to use the existing data acquisition system, and to ensure the best system for the research. It must be compatible with the operating conditions and software of the existing system. It must physically interface with the existing government equipment without modification that would void or limit the existing warrantee. All responsible sources may submit a bid, proposal, or quotation which shall be considered by this agency. Firms who want to challenge the sole source must submit an interest letter that demonstrates the firm???s ability to provide the services or work described above. Interested parties must provide rationale as to why they should be considered. Interested parties shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. All interested firms must respond to DE-RQ26-07NT000372 by 05:00 P.M. EST, April 20, 2007. Therefore, no solicitation will result from this announcement. The North American Industrial Classification Code (NAIC) is . This award shall be made using FAR 13, Simplified Acquisition Procedures. This is a small business set-aside.
