- The Office of Thrift Supervision (OTS) intends to issue a purchase order to Michael C. Fina Company, Inc, 545 5th Avenue, New York, NY 10017-3609 for the OTS Service Recognition Award Program for a one-year period beginning October 1, 2007 through September 30, 2008 with 2 one-year options. The proposed contract action is for tangible, non-cash, property for employees achieving from five to forty years of Federal and Federal Home Loan Bank System service in support of the OTS Service Recognition Program for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6. 302 and FAR 13.5 Test Program for Certain Commercial Items. Interested persons may identify their interest and capability to respond to the requirement or submit information. This notice of intent is not a request for competitive proposals and no solicitation document is available. However, all responses received with pricing and sufficient technical documentation to establish a bonafide capacity to meet the requirement received by May 7, 2007 at 2:00PM EST will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Such information, if submitted, should be forwarded via email to Sharon.doerk@ots.treas.gov. Oral questions will not be accepted. All questions must be submitted via email to Sharon.doerk@ots.treas.gov by 2:00 P.M. April 20, 2007. If this procurement is competed, no additional synopsis will be published and a request for quotation will only be forwarded to the intended vendor and firms that respond to this synopsis of intent.
