Description

SYNOPSIS OF THE REQUIREMENT: The Consultant shall assist the Project Working Group, which includes the Director General (DG) of Urban Planning, City Regulators, Director General (DG) of Sector Planners, GIS Team, and the Governor?s Technical Representative. The contract will be awarded in accordance with Federal Acquisition Regulation (FAR) Part 15 for non-personal services. This contract will be awarded and administered by Kirkuk Regional Contracting Center, Joint Contracting Command-Iraq. Quality Assurance and Contracting Officer?s Representative functions will be performed by Gulf Region North (GRN), United States Army Corps of Engineers (USACE). The Consultant shall have specialized experience and technical competence in Urban / City Planning, at least 5 years experience in urban planning in developing countries, preferable the Middle East, experience in leading teams of diverse backgrounds and skill sets and in Government liaison, able to speak Arabic and secondary Kurdish, and willing to move to the Kirkuk / Northern Iraq area to be available, at least 20 days of a month, to the Kirkuk Government. Award of the contract is anticipated in April 2007. The North American Industry Classification System (NAICS) code applicable to this requirement is 541320 Landscape Architectural Services.
