Description
The Defense Activity for Nontraditional Education Support (DANTES) is tasked to provide a system that assists Service members in receiving civilian recognition and academic credit for education and training experienced while in the Service based on a review by the civilian education community of the courses, programs, occupational environment, and other training experiences offered by the Services. The basic objective of the program is to provide a system whereby representatives of American higher education examine learning experiences occurring within the Military Services to determine the comparability of those experiences with those in the civilian post secondary education community so that where applicable learning achieved in the military can be applied to a college degree or a vocational credential that can lead to career and educational advancement. On the basis of the evaluations, the Contractor shall establish credit recommendations for the learning experienced by Service personnel and communicate those credit recommendations to the military and civilian education communities. It is the Contractor's responsibility to actively assist colleges and universities, military advisors, students, and other appropriate agencies in understanding and using the credit recommendations and evaluations. The Contractor must not only advise the military of the policies and practices of the civilian education community, but also must verify to the civilian community the quality of learning occurring within the military. The Contractor shall be responsible for evaluating a variety of military educational and training experiences in which Service members and veterans participate: these may include service school courses and programs, qualified military occupational specialties (MOSs), Coast Guard and Navy ratings, rates, and NECs (Navy Enlisted Classifications). The Contractor shall also maintain records and files on the evaluations, and research and write manuscripts and copy for use as DANTES publications, organize and operate an advisory service and maintain records. For the evaluations to be widely accepted, the Contractor must demonstrate wide involvement with American higher education and possess the highest professional reputation to support its recommendations and policies. Therefore, FISC Norfolk Contracts Department Philadelphia Division intends acquire the required services in support of DANTES? Evaluation of Military Education Experience Program from the American Council on Education. A cost plus fixed fee type contract for a base period extending from 01 October 2007 through 30 September 2008 with three possible 12-month Option Periods is anticipated. Numbered Notes #22 and #26 apply.
