- This is not a solicitation and therefore proposals are not requested. This is a notice of intent to procure services as described below on a sole-source basis. The Center for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), Division of Violence Prevention (DVP) works to prevent violence before it begins (primary prevention). Prevention requires understanding the factors that influence violence. CDC uses a four-level, social-ecological model (i.e. Prevention Matrix) to better understand violence and the effect of potential prevention strategies. The Prevention Matrix takes into consideration the complex interplay between individual, relationship, community and societal factors. It allows the factors that put people at risk for experiencing or perpetrating violence to be analyzed. A well coordinated set of tools explaining the concept of primary prevention and the principles that accompany it does not currently exist. Accordingly, DVP has a requirement for the development of an interactive, computerized version of the Prevention Matrix, a tool that helps explain primary prevention and the social-ecological model to DVP grantees and partners. CDC intends to purchase the development services from Banyan Communications, Inc. (Banyan) which is the only known responsible source capable of satisfying the requirement to develop the interactive computerized version of the Prevention Matrix using educational theory (Heuristic Engagement). Banyan will use its proprietary software development tool called THEO, a trade marked educational platform developed by Banyan, to develop the interactive computerized version of the Prevention Matrix. THEO uses proven educational theory (Heuristic Engagement). No other source offers THEO. The statutory authority for this action is 41 U.S.C. 253(c)(1). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 25, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
