- NAICS Code: 541990 Title: "Renewable Transportation Fuels Analysis" Posting Date: April 10, 2007 Procurement Office: U.S. Environmental Protection Agency (EPA), Administrative Contract Service Center (3803R), 1200 Pennsylvania Ave., NW Washington, DC 20460 Response Date: April 19, 2007 THIS IS A SOLE SOURCE PROCUREMENT, NOT A RFQ The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnership Division (CPPD) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Texas Agricultural Experiment Station in College Station, Texas. The purpose of this acquisition is to analyze the domestic agricultural industry as a source of feedstock material for alternative fuels production. The contractor will prepare a journal-quality paper describing analysis of agricultural impacts of the renewable fuel standard, and model large volume scenarios of renewable transportation fuels from the U.S. agriculture sector. The contractor will also benchmark greenhouse gas emissions estimates from the agricultural sector. Dr. Bruce McCarl and his colleagues at the Department of Agricultural Economics, Texas A&M University, are uniquely qualified to provide this analysis because they are the only organization within the field of agricultural sector modeling to have Texas A&M's Forestry and Agricultural Optimization Model + Greenhouse Gases (FASOM-GHG). They are also the only organization to have the expertise to analyze the economic welfare and GHG emissions/carbon sequestration responses of competing renewable fuels policy options. Dr. McCarl's expertise and the FASOM-GHG model are unique because they are linked to many of the critical production and demand factors and the relationships of the agricultural sector for renewable fuels have been incorporated and refined within the FASOM-GHG model. This is not a request for quotation. No contract will awarded on the basis of offers received in response to this notice.
