- The Directorate of Contracting (DOC), Fort Campbell, KY, has a requirement for 8 each Coolspool29 portable power units and 4 each PS80 quick charge units, both items manufactured by Powervamp. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The Agency intends to enter into a firm-fixed-price, supply-type contract with the sole US distributor of Powervamp products, Marvel Aero International, Inc . located in Lake Forest, CA. The basis for restricting competition is that the Power Units provide sufficient power (28.5 Volts) for required maintenance checks, have a quick recharge time and are approved for air transport. The items have proven reliab ility operating in sandy/dusty conditions and are repairable by the customer when required. In addition, the small size of the power unit (11.8 inches x15.75 inches x5.31inch) and resistance to tipping over are required for storing and transporting on the aircraft. Failure to acquire the power unit and charging unit will significantly degrade the ability of the aircrews to properly maintain their aircraft in support of OEF/OIF combat operations. Power & charging units will be delivered to Fort Campbell, KY . NAICS code for this procurement is 336413 and the small business size standard is 1,000 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unre stricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 7 days from the date of t he publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with the distributor, Marvel Aero Inc. See Number ed Note 22.
