- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is Request for Quotations (RFQ) 70028-SAN and the solicitation is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. This is a total small business set-aside. The specific objective of this acquisition is for the development of an integrated system (complete with hardware and software) for experiment control, stimulus delivery, data acquisition and data analysis, which will allow researchers in clinical neurophysiology at NIH to perform a variety of experiments with ease and reliability. In addition, it is required that software developed for off-line data processing and analysis (present in the complete system) be available for installation on standard PCs running Windows, so that one can transfer previously collected data to one?s desktop machine and perform data analysis there. The system must be modular in design, with programmable hardware, to enable the researcher to select the configuration of hardware and software components that meet their specific research needs. For the entire requirement description, a Statement of Work is available. Please contact the identified Contracting Officer stated in this synopsis. The requirement is for one device with the option of up to four (4) additional devices. The first option will be a duplicate of the first delivered device. The remaining option devices have different hardware configurations. The Statement of Work identifies the configuration of the additional devices. The Government will perform inspection and acceptance at NIH Campus in Bethesda, Maryland. FOB Destination. The provision at 52.212-1, Instructions to Offerors?Commercial, applies to this acquisition. Offerors are notified that quotations are all or none and offerors must provide a quotation on each device including the optional devices. Provision at 52.212-2, Evaluation?Commercial Items, applies and the specific evaluation criteria to be included in paragraph (a) of that provision is (1) ability to meet technical requirements of the Statement of Work, (2) documentation that addresses an offeror?s ability to deliver on time and within specification, (3) ability of offeror on prior requirements of similar complexity, and (4) past performance of three (3) similar contracts and/or subcontracts. The Government will evaluate price in terms of best value. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications?Commercial Items, with its offer. Reference to a current Online Representations and Certifications (ORCA) is acceptable. Central Contractor Registration is required at the time of award. A statement that the clause at 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause. Payment is Net 30 upon acceptance of a deliverable.
