- The Federal Bureau of Investigation intends to award a non-competitive, sole source, firm fixed price purchase order to BVDA America, Inc., 15 Tannery Street, Norway, ME 04268 for GelScan, imaging system for Gellifters, installation and training. To fully meet the needs of the FBI the scanner system should have an optical scanning resolution of at least 1,000 dpi to deliver the necessary amount of critical image date for comparison and examination of lifter evidence. This minimum resolution is also required specification for capture of latent fingerprint impressions as established by the National Institute of Standards and Technology. The scanner must posses multiple sources of illumination to handle a variety of gel lift colors and densities. Due to the nature of gel lefts to curl over time it is necessary that the scanner utilize a vacuum platform that will hold the lift in a flattened position, thus allowing for more accurate capture of the entire lift wile eliminating any distortion that might be introduced through curling of the substrate. The platen that holds the gel lifts shall be able to hold lift materials in sizes up to 19 cm x 36 cm. Based on extensive market research conducted with knowledgeable individuals in Government and the related industry, only one responsible source can provide the requested services. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 10:00 AM, EST, Friday, April 20, 2007, via facsimile to the attention of Ms. Lynda M. Theisen, Contracting Officer, at (703) 632-8074. E-mail quotes will also be accepted at lmtheisen@fbiacademy.edu. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration Database.
