- The Security Forces Squadron at Randolph Air Force Base, San Antonio, Texas is seeking sources capable of providing a commercial off the shelf (COTS) Identification Scanning Security System (IDSS). This Request for Information (RFI) is for planning purposes only. This information will be used in conducting market research to identify potential sources, contracting vehicles, commercial products, and obtain market pricing information. It should be noted that the need for cost/price data, if even only a rough order of magnitude data, is to assist in the planning process. This RFI does not constitute an invitation for bid (IFB), request for proposal (RFP), or request for quotation (RFQ), nor is it to be construed as a commitment by the United States Air Force. The Government is not liable for any costs and/or activity associated with providing a response to this announcement. IDSS Overview: The computer based system will provide an electronic means of data banking and information retrieval through the utilization of a hand held scanning device. IDSS requirement minimum capabilities: A. Computer Based System: 1. Data banking of multiple Criminal and Intelligence Databases 2. Criminal and Intelligence database information retrieval shall include: a. NCIC ? National Crime Information Center ? Wanted Persons b. TCIC ? Texas Crime Information Center ? Wanted Persons c. FBI ? Federal Bureau of Investigation ? Ten Most Wanted Database d. CIA ? Central Intelligence Agency ? Terrorist Watch List e. SFMIS ? Security Forces Management Information Systems f. DOJ ? Department of Justice ? Other relevant databases identifying wanted persons and persons of interest to the US Government. 3. Retrieve data from secure sites and download information via a secure internet connection to a handheld wireless scanning device. 4. Provide secure data transfer from a computer docking station to multiple sturdy and portable handheld scanning devices. 5. Windows/ Web based. 6. Generate various reports of information obtained from handheld devices, such as: a. Time/Date/Location persons entered installation b. Peek and Non-Peek traffic hours of selected entry points c. Read-only views of data 7. Access to the system via secure login username and/or encryption B. Handheld Scanning Device: 1. Battery operated ? battery capable of maintaining charge for a minimum of eight hours under constant use. 2. Scan 1 dimensional (1D) and 2 dimensional (2D) bar codes from various types of identification. 3. Scan identification cards equipped with magnetic stripes. 4. Scan and parse data from the following forms of identification: a. Driver?s licenses ? All 50 states and territories of the United States b. Military Identification cards c. Custom Identification cards produced locally with 1D, 2D, or magnetic stripe information. d. International Passports e. Other government issued identification cards equipped with either a 1D or 2 D bar code or magnetic strip 5. Enter ID information manually. Data entry by either hand typing or text file import. 6. Automatic background checks of identification scanned. 7. Photograph in an inconspicuous fashion at close range without being detected by the subject of the photograph. 8. Record identification cards scanned and store data into database when docked into charging station. 9. Displaying information on wanted persons such as: a. Group/Agency issuing wanted information/warrant/or arrest b. Date of birth c. Height/Weight d. Photo of wanted person e. Ability to flag entries as suspicious, or turned away at the gate 10. Sturdy, impact resistant, light weight, and weather proof 11. Provide all specified data to the operator within 2 to 3 seconds of the identification being scanned. 12. Provide the operator with an easy means to determine if the identification scanned is good or bad. 13. 12 month warranty minimum A Question and Answer period will be conducted from 16 April ? 20 April 2007. Business information should include the following if applicable: Business size (i.e. Small business, Corporation, etc.). Socio-Economic factors (i.e. SBA 8a, HUBZone, Disadvantaged, Disabled, etc.). Contracting Vehicles (i.e. GSA Schedules, NetCents, SEWP III, etc.), CAGE Code or DUNS Number.
