- This requirement is for a 5-year, firm-fixed price, Requirements-type Indefinite-Delivery contract for NSNs: 1730-01-384-6014YW, Type I Staircase Truck; NSN: 1730-01-004-6697YW, Type II Staircase Truck, P/N: PD06WRGBZOENV13, noun: Chassis Mounted Aircraft Staircase Truck. The Staircase Truck is a commercial, diesel engine driven, chassis-mounted, aircraft boarding staircase vehicle used for passenger loading and unloading. The Type I deck height of the staircase is adjustable to between 96 inches and 228 inches and has the capability of accommodating B-707, B-727, B-737, B-747, B-757, B-767, B-777, A-300, A-320, A-330, A-340 aircraft, and their military derivatives. The Type II deck height of the staircase is adjustable to between 186 inches and 312 inches and has the capability of accommodating, B-724, DC-10, L-1011, and the C-5. This requirement will consist of one basic period of 12 months and 4 annual options. The best estimated quantities (BEQs) are as follows: Type I Basic 40 each and 4 annual option periods of 40 each; the Type II Basic 5 each and 4 annual option periods of 5 each. Destinations for these units will be CONUS and OCONUS Air Force installations. There is no minimum or maximum order amounts established. FAR part 12 procedures will be utilized with a first production Type I and Type II testing required. Offerors shall prepare their proposals in accordance with mandatory, explicit, and detailed instruction contained in the RFP. The Government will utilize the Performance Price Trade-off (PPT) procedures, and will evaluate proposals and make award in accordance the Evaluation Basis for Award provision in the RFP. It is anticipated that the RFP will be released on or around 30 April 2007 and anticipated award on of before 30 September 2007. The RFP will be posed to the Federal Business Opportunities webpage. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. There are no foreseen restrictions to foreign contractor participation at the prime contractor level.
