- In accordance with Simplified Acquisition procedures the National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Metabolism Branch intend to procure on a sole-source basis with the University of the West Indies, Mona Campus 7, Kingston, Jamaica for the continuation of a study on the identification, referral and follow-up of patients from Jamaica who have HTLV-1 associated Adult T-Cell Leukemia/Lymphoma (ATL). The Metabolism Branch has developed successful clinical protocols for this deadly disease, and are currently working to complete patient studies. The University of the West Indies will provide the following services: 1) Identify both new and old patients who have HTLV-1 positive Adult T-Cell leukemia/lymphoma (ATL), and evaluate them for transport to NIH for Protocol Studies. 2) For the newly diagnosed patients, Jamaica will send patient clinical information to the Met Br, NCI. 3) Perform a pre-referral evaluation to include: reports of HTLV-1 serology, standard chemistries, CBC, FACS analysis, and pathological examinations of peripheral blood and lymph node or other tissue blocks as requested. 4) Refer qualified patients to Met. Br. NCI, and assist these patients with visa issues and transportation issues to the NIH Clinical Center/ U.S.A. Identify any special needs patients (illiterate, handicap, language issues) in advance for NCI staff. 5) Obtain follow-up laboratory evaluations in compliance with the NCI treatment Protocols, including lab values, and provide clinical treatment for patient complications and emergencies. 6) Provide blocks and slides of paraffin imbedded tumor tissue and bone marrow from these HTLV-1 cases as requested by Met. Br. NCI. and 7) It is anticipated that fifteen new patients with ATL will be identified, and that at any one time ten HTLV-1 patients who have been treated at the NIH will be under follow-up by the staff in Jamaica. The University of the West Indies is the only known source to the NCI researcher that has the expertise and network in the local community of Jamaica to do this. This contract is to provide support for continuation of an ongoing study initiated under contract N01-CO-21121. Changes in the population would be detrimental to the quality of the study. There is no other contractor that has the access to this population and the expertise to carry out the study in Jamaica. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on May 1, 2007. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA). A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
