Description
In accordance with the procedures specified in the OMB Circular A-76 (Revised) May 29, 2003 (Attachment B, Paragraph B.1 & B.2) this notification represents the formal public announcement and official start date of a streamlined competition on the Intergovernmental Funds and Revolving Fund Management activities performed at the Department of Health and Human Services (HHS), Program Support Center (PSC), Financial Management Service (FMS), Division of Financial Operations (DFO), Government Accounting Branch (GAB) located in Rockville, MD. The Intergovernmental Funds Transfer and Revolving Fund Management activities provide for the processing of Intergovernmental Payments and Collections (IPAC) including performing required research on incoming IPACs lacking complete documentation, establishing outgoing IPACs, processing chargebacks, preparing collection letters and financial reports. In accordance with Public Law 109-115 (119 STAT. 2506, Section 842), the PSC will be developing a Most Efficient Organization (MEO) utilizing the Streamlined Methodology for the Intergovernmental and Revolving Funds activity functions. PSC will exercise its 45-day extension option to develop its MEO. Government personnel consisting of 12.15 commercial activity FTEs and 7.25 contract support man-years represent the incumbent service provider. The estimated work years will consist of a 3-month Phase-In Period, a 3-month Base Period, four 12-month Option Periods followed by a 6-month Option Period. The designated Competitive Sourcing Official (CSO) is Joe W. Ellis, HHS Assistant Secretary for Administration and Management. The CSOs point of contact for this competition is Creighton Glantz, PSC Director of Competitive Sourcing. The Contract Specialist is Anne Hunt and the Agency Tender Official is Bradley Lindgren, Chief, Government Accounting Branch. The projected end date for the competition is August 28, 2007.
