STATEMENT OF DUTIES General Statement of the purpose of this contract and responsibilities of the contractor: A. Background: This position is assigned to the U.S. Embassy/Narcotics Affairs Section (NAS), Bogot, Colombia. The actual physical work site for the Deputy Plan Colombia Helicopter Program Advisor position is located in Melgar, Tolima at the Tolemaida Army Base. This position provides planning, operational, and logistical support, facilities maintenance and contract oversight for the bilateral Colombian Army (COLAR) counter-narcotics aviation program in Colombia and its fleet of DOS/INL aircraft. The desired target of the bilateral Counter Narcotics Aviation Program in Colombia is the curtailment of the supply of illegal drugs from foreign sources into the United States through aerial and airmobile eradication of drug crops, interdiction of refining laboratories and trafficking activities, and related enforcement operations. B. Purpose: The purpose of this personal services contract position is to provide a Deputy Plan Colombia Helicopter Program Advisor for the bilateral CN aviation program in Colombia. The incumbent serves as an in-country aviation advisor, responsible to the Plan Colombia Helicopter Program Aviation Advisor, Senior Aviation Advisor, and the NAS Director, for providing program implementation, direction and execution oversight in support of COLAR host nation counter-narcotics (CN) efforts. The Deputy Plan Colombia Helicopter Program Advisor effects high-level interagency coordination among the American Embassy, US Department of Defense, Colombian Military Forces, Colombian National Police, and aviation support services contractors and other participating agencies. The Deputy Plan Colombia Helicopter Program Advisor plans, executes and evaluates training and training requirements in support of the Department of State COLAR Nationalization Plan. The Deputy Advisor evaluates operational effectiveness of in-country Department of State programs, to include airmobile interdiction and eradication operations, ensuring all aviation programs retain requisite operational and logistical fluidity. He/she also monitors and evaluates the aviation support services contractor's performance in maintenance, operations, and logistics in support of these efforts. C. Supervisory Controls: The incumbent reports to and is supervised directly by the Plan Colombia Helicopter Program Advisor in all matters of program design, implementation and management to ensure compliance with INL/A aviation policies, directives, and operations, training and maintenance standards by contractor personnel and host government aircraft operators and maintainers. D. Statement of Work: Perform oversight and evaluation of contractor operations. This oversight includes, but is not limited to, reviewing and recommending approval of waivers to published directives, authorizing use of Office of Aviation aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency. Submit weekly written reports of the contractor's performance and activities to the Office of Aviation, and provide comprehensive monthly award fee input to the Contracting Officer's Representative (COR) through the Senior Aviation Advisor regarding contractor performance related to the COLAR Aviation Unit. Assist respective COLAR ground and aviation unit staff officers with proper planning and employment of USG assets (INL aircraft and personnel) in the counter-drug program. Provide instruction/guidance regarding Air Mobile Tactical Operations to both the COLAR ground and aviation unit leadership. Training includes, but is not limited to instruction on the Reverse Planning Sequence for Air Mobile Operations, Air Assault/Air Movement Planning, Fire Support Planning (both airborne and ground assets), Ground Assault Planning, and Air Assault integration. Assist Embassy staff as required in validating USG Plan Colombia concerns for Human Rights compliance within the COLAR Aviation and Ground Units. Submit appropriate End Use Monitoring reports on USG aviation equipment to country team members. When required will direct and coordinate aircraft and personnel deployments within Colombia for the purpose of destroying coca and poppy crops through aerial eradication, intercepting illegal drug shipments through aerial interdiction, and providing COLAR Aviation Unit counter- narcotics aviation training and support for the institutionalization program. Develop, coordinate, organize, and implement comprehensive operational systems and procedures for the Office of Aviation/NAS Aviation Unit. These operational systems and procedures include, but are not limited to, the Department of State Aircrew Training Program, Department of State Aviation Operations Directives, Department of State Guide to Aviation Training and Standardization, Department of State Aircrew Training Manuals, Office of Aviation Standard Operating Procedures for counter-narcotics operations in Colombia, and Deployment Operations procedures in support of COLAR operations throughout Colombia. Develop Air Assault/Air Movement Tactics and new training procedures (through the contractor and the Office of Aviation training/standardization staff) for the purpose of enhancing the counter-drug mission in Plan Colombia. These tactics and procedures include, but are not limited to, Night Vision Goggle operations/tactics, and armed helicopter escort tactics/rules of engagement/aerial gunnery in support of the counter-narcotics mission in Colombia. Provide operational direction and guidance to the contractor and COLAR Aviation Unit operations activities and personnel for supporting the destruction and interdiction of narcotic products into the United States. This includes, but is not limited to, planning and coordination with U.S. Department of Defense; Department of State; Drug Enforcement Agency; Customs, and other federal agencies, and host nation law enforcement agencies for the purpose of destroying illegal narcotics crops through aerial eradication and intercepting illegal drug shipments through aerial interdiction operations. Provide direction and oversight for contractor and COLAR Aviation Unit aviation training and standardization. Implements DoS INL Office of Aviation flight regulations, aviation training and standardization, and aircrew training programs. Oversees the COLAR Aviation Unit Rotary Wing aviation standardization program. Collect, review, and disseminate data on aviation tactics, techniques, and employment in support of the counter- narcotics mission of the Office of Aviation. Maintain constant liaison with Office of Aviation; U.S. Department of Defense; Department of State, Narcotics Affairs Section (NAS); other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to Office of Aviation operations. The Deputy Plan Colombia Helicopter Program Advisor supervises the NAU administrative personnel in Bogot and Tolemaida. He/She supervises the NAU subordinate advisors to include, the UH-60 Program Manager, UH-1 Program Manager and both the UH-60 Local National Operations & Training Advisor, and the UH-1 Local National Operations & Training Advisor. The Deputy Program Advisor also provides contract oversight and supervision to approximately 400 contractor personnel. He provides both technical and operational oversight to the COLAR Aviation Unit staff, and technical direction and management to contractor employees. Incumbent plans work, sets or negotiates deadlines and completion dates, and reviews and accepts or rejects final work. He assigns work based on work priorities, difficulty of the assignments, and capabilities of the employees. He gives advice and instruction to employees on both work and administrative matters. He identifies developmental and training needs, find ways to improve the quality of work, and develops overall performance standards for both COLAR and contractor personnel. Special emphasis on the implementation of the Plan Colombia Nationalization Plan, Department of Defense supported training, and an annual multi-million dollar operational budget. 7. REQUIRED SKILLS/ABILITIES A. U.S. citizen, subject to State Department Secret level security clearance; B. Bachelor's Degree from an accredited institution in aviation operations or equivalent, i.e., Associated degree with five years related experience, or 10 years related experience in military aviation with emphasis in command or training and standardization. Experience in international development, international affairs, or public administration is desirable. C. Knowledge of basic office procedures, typing and basic computer skills required to use information technology and management systems; D. Knowledge of the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, INL/A Aircrew Training and Standardization Program, to include operating directives, training and standardization publications, aircrew training manuals, safety program manuals and regulations, and related documents is desirable; however, if selected the successful candidate must become intimately familiarized with INL standards; E. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830; F. Knowledge of and experience in the formulation of plans and policies pertaining to operations within unit level operations and flight training activities. Should have a basic knowledge of command communications, government intelligence procedures; G. Experienced in budget planning process as it pertains to aviation related operations is desirable; H. Desirable qualifications include experience in aircraft operating/training management in a military or civil organization involved in the training and standardization of rotary-wing pilots and the tactical employment of aircraft in a high threat environment; preference will be given to candidates with such experience; I. Spanish language ability at the Foreign Service Institute Level R/2, S/2 or the Defense Language Proficiency Test (DLPT) level 2/2 is required; and J. Knowledge of U.S. Government contract administration procedures is desirable. 8. COMPLEXITY A. Assignments for the Deputy Plan Colombia Helicopter Program Advisor include analysis of all facets of aviation operations management and involve a fleet of fixed wing and rotary wing; tactical and transport aircraft, which function within an integrated program of diverse counter- narcotics missions. These missions include air assault/air movement of COLAR ground troops, force protection for aerial eradication, aerial interdiction, forward area aerial resupply/replenishment/sustainment activities, and COLAR aviation training. B. Incumbent must apply specialized and professional knowledge to supervise flight standardization of aviation support contractor and COLAR Aviation Unit aircrews operating in Colombia at multiple forward operating locations. C. The incumbent oversees multi-national/multi-cultural air crew/maintenance training programs, plans, policies, and procedures for the Office of Aviation. Coordinates recommendations from staff officers, consults with the Senior Aviation Advisor and the Director of Operations of the Office of Aviation regarding ongoing projects, provides guidance to Standardization Pilots, contractor, COLAR Aviation Unit and DOS operations personnel, and oversees implementation of the program. These plans and procedures include, but are not limited to, development of a Night Vision Goggle training plan for COLAR Aviation Unit rotary wing aircrews. D. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the Office of Aviation's aviation program that will improve effectiveness and flight safety of aviation operations in support of the counter-narcotics mission. E. The incumbent provides aviation and ground safety management and oversight of U.S. Government, and contractor safety program personnel operating in Bogot and at multiple forward operating locations in Colombia. The incumbent develops and oversees the aviation and ground safety training programs, plans, policies, and procedures for INL/A. Coordinates recommendations from staff officers; consults with the Senior Aviation Advisor regarding ongoing projects; provides safety program guidance to NAS and contractor personnel, and oversees implementation of the overall safety program. The incumbent performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectiveness, and flight safety of aviation operations in support of the counter- narcotics mission. 9. SCOPE AND EFFECT The primary purpose of the position is to assist the NAU Plan Colombia Helicopter Program Advisor and Senior Aviation Advisor in the overall management of the daily functions of the program. Provide oversight of U.S. Government, contractor, and COLAR operations in support of the counter-narcotics mission in Colombia. 10. PERSONAL CONTACTS Contacts include senior officials throughout the Bureau of International Narcotics and Law Enforcement, INL/A, the contractor, other U.S. Government Federal Agencies, the U.S. Department of Defense, and the Colombian Military and National Police. 11. PURPOSE OF CONTACTS Contacts are for the purpose of exchanging information, consultation and assistance, cooperative programs and flight and operations planning. Assignments may include active participation in management- level conferences, meetings, and surveys conserving INL/A operational policies, procedures and future requirements. The incumbent must be able to effectively interface with senior management and staff personnel from different cultural and technical backgrounds. 12. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. 13. WORK ENVIRONMENT The works is primarily conducted in an office or aircraft hangar with frequent travel to the field for meetings, conferences, activity reviews, and field inspections. Some field sites have been declared hazardous-duty locations by the Department of State due to hostile activities of the narco-traffickers and guerrillas and therefore pose risk to the incumbent while at these sites. 14. POSITION ELEMENTS A. Supervisory Controls: The incumbent reports to the NAU Plan Colombia Helicopter Program Advisor who will act as the Contracting Officer's Representative (COR). The Contract Administrator shall be the INL Contracting Officer and is designated alternate for the Aviation Program Manager when absent. The individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is reviewed for timeliness and effectiveness. B. Exercise of Judgment: Exercise of judgment and detailed understanding of operating controls of information management systems' hardware and all software required to manage NAS aviation and ground operations. C. Authority to make commitments: None. D. Nature, Level and Purpose of Contacts: Will maintain good working relationship with USG and Colombian Nationals working on counter-narcotics efforts. 15. EVALUATION CRITERIA Factor 1. (Contract Oversight). Offeror's ability to: a. Perform oversight and evaluation of contractor operations, to include reviewing and recommending approval of waivers to published directives, authorizing use of aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency. b. Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare comprehensive award fee input. c. Provide operational direction and guidance to the contractor for supporting the destruction and interdiction of narcotics products into the United States. d. Coordinate with Government representatives and provide oversight of contractor personnel. Factor 2. (Assist NAS Aviation Unit). Offeror's ability to: a. Assist COLAR ground and aviation unit staff officers with proper planning and employment of USG air assets in the counter-drug program. b. Provide instruction/guidance regarding Air Mobile Tactical Operations, Reverse Planning Sequence for Air Mobile Operations, Air Assault/Air Movement Planning, Fire Support Planning (airborne and ground assets), and Air Assault integration to COLAR ground and aviation unit leadership. c. Develop Air Assault/Air Movement Tactics and new training procedures to enhance the counter-drug mission. d. Develop Night Vision Goggle (NVG) operations/tactics, and armed helicopter escort tactics/rules of engagement/aerial gunnery in support of the counter- narcotics mission. Factor 3. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled.
