Description
The Naval Air Systems Command (NAVAIRSYSCOM) PMA-234 is responsible for the maintenance of the J52-P-408 jet engine and its associated support equipment, which provides primary power for the EA-6B aircraft. The J52?s 4.5 bearing has been the root cause of three (3) Class A mishaps since November 2001. In order to minimize the risk of in-flight failure of the 4.5 bearing, PMA-234 procured 20 Filter Debris Analysis (FDA) machines (Part Number B067261) from GASTOPS, Inc. on a sole source basis. The FDA machines have demonstrated ability to analyze material in the J52 Engine oil filter and detect evidence of impending J52 4.5 bearing failure before the failure becomes catastrophic. The Navy now requires x-ray system upgrades, and durability and environmental upgrades to these units to enhance system performance, address legacy parts issues, reduce environmental emissions, and extend the service life of these units for continued support of the EA-6B aircraft fleet. The Navy also requires technical support and spare parts (i.e., detectors and emitters) to support the legacy configuration units until the upgrades can be completed. NAVAIR intends to award this requirement on a Firm Fixed Price, commercial sole source basis to GASTOPS, Inc., 4900 Bayou Boulevard, Suite 107, Pensacola, Florida, 32503, under the authority of FAR 6.302-1. As the sole designer, developer, and manufacturer of the FDA machine, GASTOPS is the only known source with the proprietary knowledge, experience, and data to manufacture and install the hardware upgrades needed to enable the Navy to meet mission requirements. All other responsible sources may submit a brief one-page statement demonstrating their capability to perform this requirement. The Government is not committed nor obligated to pay for the information provided and no basis for claims against the Government shall arise as a result of this synopsis. No solicitation documents exist and no further information is available at this time.
