- Amendment 0001: Original Solicitation issued 03 Apr 2007 is deleted in it?s entirety and is replaced by the following. Solicitation has been changed to include value engineering. DESCRIPTION: There is no solicitation to download. Architect/Engineer (A/E) services are required for a firm fixed-price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Navy Cost Estimating Services. The preponderance of work is in southern California, Nevada, Arizona, and New Mexico. A. STATEMENT OF SERVICES REQUIRED The general scope of this contract includes architectural and engineering services in cost engineering (CE) services for new construction, alteration, repair, renovation, and maintenance projects. Work includes preparation of cost estimates using WBS, Uniformat II or CSI formats in excel spreadsheet and/or cost estimating programs such as SUCCESS, PCEM and PACES, field investigations reports, schematic layouts, construction cost reduction evaluation and recommendation, bid analysis and verification, estimates for 1391 validation and government representation on claims, litigations, and negotiations boards/committees. Work will require using metric system measurements. Value engineering (VE) services of this general scope is facilitating and formulation of a team to conduct the various types VE?s indicated. Work includes preparing or reviewing engineering studies, reports, cost estimates, life cycle analysis and construction analysis, and sketches where applicable. The firm shall demonstrate knowledge and experience in applying sustainability concepts and principles to facilities and infrastructure through an integrated design approach, including: energy conservation, pollution prevention, the use of recovered and recycled materials, waste reduction, and construction waste management practices. Scope includes also support to validate the programmed amount cost of projects concurrently with CE and VE services. Please see attached file for complete information.
