Description

The US Army Medical Research Acquisition Activity, on behalf of Department of Resuscitative Medicine (DRM) at the Walter Reed Army Institute of Research (WRAIR) has a requirement for technical support to the US Army Medical Research and Material Comm and (MRMC) in the area of consultation, development, computer programming and documentation of the Computer Assisted Resuscitation Algorithm (CARA) software system. Clinical testing of CARA will also require an investigational new device from the FDA. The contractor must be an expert in the Cleanroom software engineering process since CARA has been developed using this formal software development system. They must also provide a facility, computer equipment and telecommunications capable of completing the t asks. USAMRAA intends to negotiate a sole source contract with Small Bear Consulting, LLC. The intent is to make a sole source award pursuant to FAR 6.302-1. This notice of intent is not a request for competitive quotes. No solicitation document exists. An y firm that believes it can provide the stated capability within the established timeframe is invited to submit written notification to the Contracting Officer by way of the Contract Specialist within ten calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firms ability to provide the stated capability within the established timeframe. Information can be sent to the Contract Specialist, Kathryn McCune at kathryn.mccune@us.a rmy.mil. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
