- The 78 Contracting Squadron at Robins AFB, GA, intends to award a contract for Transiend Alert Aircraft Services. The contractor shall provide all management, tools, supplies, equipment, vehicles and labor necessary to perform Transient Alert Services at Robins AFB, Georgia in accordance with standards established by the U.S. Department of Defense (DoD), the United States Air Force (USAF), and the Air Force Material Command (AFMC), Robins AFB IL. The contractor will be responsible for the following major tasks: a) Transient Alert operational and management functions; b) arrival services; c) processing services; d) departure services; e) vehicle/equipment escort service; f) maintain effective Crashed, Damaged, or Disabled Aircraft Recovery (CDDAR) Program; g) Distinigushed Visitor (DV) services; and h) quality/safety and FOD Plans. The Robins AFB Transient Aircraft Services is a seven-day a week eighteen hours per weekday, and twelve hours per weekend day operation with the potential to grow to a twenty-four hour per day operation as the 78th OSS/CC determines necessary. The contractor will maintain a minimum manning level for week days of 6 persons for day shift (0600 to 1400 hrs) and 5 persons for swing shift (1400 to 2400 hrs). For weekends, the contractor will maintain a minimum manning level of 4 persons for day shift (0700 to 2400 hrs). The term 'transient aircraft' includes Air Force aircraft, DoD aircraft, commercial aircraft, foreign aircraft, and some private aircraft not assigned to Robins AFB, but are en route from one location to another that may require routine servicing. A firm-fixed price, base and four (4) one-year option periods contract is contemplated. This action is being considered for 100 percent set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. The applicable North American Industry Classification System (NAICS) code is 488190 with a small business size standard of $6,500,000.00. The successful contractor will be selected using Price Performance Tradeoff (PPT) procedures, representing the best value to the Government. A formal Request for Proposal will be issued on or about 09 May 07 on the Federal Business Opportunities web page at http://www.eps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review the website frequently for any updates/amendments.
