- NAICS Code: 336120 In accordance with FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures, the U.S. EPA National Vehicle and Fuel Emissions Laboratory (Ann Arbor, Michigan) requires a 2007 Dodge Ram 2500 SLT Quad Cab 4X4 Diesel Truck. This diesel truck is specifically required because it is the only diesel truck in the marketplace that currently meets the EPA Heavy Duty 2010 engine and chassis standards. This truck needs to be delivered by the end of May, 2007, so EPA can research the need for adding Supplemental Federal Testing Procedures (SFTP) to the certification requirements for Heavy Duty vehicles. This specific Dodge Ram Truck is the first to be certified under the chassis provision of the Heavy Duty standard. As such, it was certified using only the Federal Testing Procedure 75 (FTP 75) and not the other SFTP cycles that all Light Duty (LD) vehicles are required to use. This vehicle will be used to establish the need for SFTP and will provide critical input to a new standard that needs to be approved by the end of 2007. Due to the amount of testing and analysis that needs to be conducted, vehicle delivery after the end of May jeopardizes establishment of SFTP for industry. Due to the research intent of the vehicle, a GSA waiver is not required. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is RFQ-OH-07-00101 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-16. For this solicitation, the U.S. Environmental Protection Agency intends to conduct an online competitive reverse auction to be facilitated by a third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. The U.S. EPA is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make an offer on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. The reverse auction on www.FedBid.com will start on Monday, April 23, 2007 and end on Wednesday, May 2, 2007 at 12:00 Noon Eastern Daylight Time or as otherwise displayed at www.FedBid.com. The U.S.EPA requires offered vehicles to MEET OR EXCEED the following minimum specifications: - 2007 Dodge Ram 2500 SLT Quad Cab 4X4 SWB (Short wheel base (140.5 in) is necessary for use in chassis dynamometer sites) - 6.7L Cummins Turbo Diesel Engine - 6-Speed Manual Transmission - Tow Hooks - Trailer Tow Group: 7 pin wiring harness, 750 ampere no maintenance battery, class IV hitch receiver (to operate test equipment in the truck and haul additional equipment as needed. - Anti-Spin Differential Rear Axle (limits slip of rear tires when on the chassis dynamometer) - Rear Sliding Window (allows passing electrical lines between bed & cab for testing equipment) - GVWR = 9,000 lbs - Color: Any Standard Color - Delivery: FOB Destination U.S. EPA, 2565 Plymouth Rd., Ann Arbor, MI no later than May 31, 2007. The selected Offeror shall comply with the following commercial item terms and conditions: FAR 52.212-1, Instructions to Offerors - Commercial, 52.212-3, Offeror Representations and Certifications - Commercial Items, 52.212-4, Contract Terms and Conditions - Commercial Items, and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statures or Executive Orders - Commercial Items. Specifically, in paragraph (b) of FAR clause 52.212-5, the following clauses will apply: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.225-36, 52.232-37, 52.225-3, 52.225-13, 52.232-33. NON-PRICING REQUIREMENTS: All non-pricing requirements shall be directly received by the Contracting Officer ONLY no later than the closing date and time of the solicitation. Offerrors shall be registered at the Central Contractor Registration (CCR). If a company is not registered in CCR, they shall do so by going to the CCR website at http://www.ccr.gov. Offerors shall also provide its DUNS and Tax Identification Numbers (TIN). This procurement is conducted under Full and Open Competition under NAICS code 336120 with a size standard of 1,000 employees. All responsible sources capable of providing the required 2007 Dodge Ram 2500 Diesel Truck may submit a pricing quote through FEDBID which shall be considered by the Agency. Award will be made to the offeror with the lowest price meeting all minimum requirements, regardless of the color, and all non-pricing requirements.
