- Description Provide engineering services for Retro-commissioning and for any future design work that is identified in the retro-commissioning study. Retro-commissioning is to be performed at three courthouse complexes: the Byrne-Green Complex in Philadelphia PA, the Mitchell Cohen Courthouse & Annex in Camden NJ and the Clarkson S. Fisher Courthouse & Annex in Trenton NJ. The Byrne Green Complex consists of 1,717,139 gross square feet. The Trenton Complex consists of 357,350 SF. The Camden building complex consists of 290,688 SF. At each complex, the Retro-commissioning process will focus on the dynamic energy-using systems with the goal of optimizing control sequences, reducing energy waste, obtaining energy cost savings for the owner, and identifying and fixing existing problems. The estimated early contract start date is July 2007. The period of performance for the retro-commissioning study will be twenty-six weeks from the date of award. Federal Acquisition Regulations (FAR) Part 36.6 (Brooks Act) selection procedures apply. This solicitation is being issued as a Service Disabled Veteran Owned Small Business (SDVOSB) set aside. The annual small business size standard is $4M. All interested parties are invited to submit qualifications. NAICS Code 541330. GSA's CAD Deliverables Policy will be incorporated as requirements of the awarded contract. The detailed CAD Deliverable Policy may be accessed on the Internet at http://www.gsa.gov/midatlanticcadpolicy/. Contractor agrees that all CAD, AutoCad drawings and related files, photographs, drawings, renderings, blueprints, specifications and/or other materials generated for use by the contractor on the project, whether in machine readable form or not, shall belong at all times to the General Services Administration (GSA) and shall be delivered to GSA at the times specified and within the schedules contained in the Agreement or at the termination of the Agreement, whichever occurs first. The evaluation criteria to be applied in the selection process and their relative weights are as follows: 1. Professional Qualifications (35%) 2. Specialized Experience and Technical Competence (35%) 3. Past Performance (10%) 4. Capacity (10%) 5. Location (10%) SF 330s will be evaluated to determine the most highly qualified firm based on criteria responses. Evaluating past performance and experience may include review of information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, inaccessible points of contact, or invalid phone numbers could result in a firm being considered less qualified. SUBMISSION PACKAGE REQUIREMENTS: The SF 330 is limited to 20 double-sided pages. Minimum font size is 12. Submit Five (5) copies of SF 330 for the prime offeror (SF 330 should also include team?s key sub-consultants if any) addressing the following selection criteria information: SF330, Section A: Contract Information: In Block 5, list firm's Dun and Bradstreet and Taxpayer Identification Number in addition to the name of the firm. SF330, Section C: Proposed Team: List only the team members who will actually perform major tasks under this contract. SF 330, Section E: CRITERIA 1: PROFESSIONAL QUALIFICATIONS: Professional qualifications necessary for satisfactory performance of required services. Submission Requirements: Provide resume of the proposed team member who will specifically serve as the lead Mechanical Engineer. In addition, provide brief resumes of other team members who will perform technical tasks under this contract. The lead Mechanical Engineer must be professionally registered. Each resume shall include a maximum of five (5) specific completed projects that best illustrate the individual team member?s experience relevant to this contract scope. The Mechanical Engineer and his/her team will be evaluated on the basis of individual members' education, professional certification or licensure, and experience. There should be demonstrated familiarity with retro-commissioning projects of similar size and scope in occupied buildings. Critical factors for the Mechanical Engineer includes years of experience working with controls, length of service of individual team members with their employing firm, professional licenses, retro-commissioning experience and experience developing energy conservation projects. SF330, Section F, CRITERIA 2: SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: Specialized experience and technical competence in the type of work required. Submission Requirements: Provide a detailed narrative of up to six (6) maximum relevant projects completed within the last five (5) years which best illustrate overall team experience relevant to this contract scope. If more than six projects are submitted, only the first six projects will be considered. List projects that demonstrate the proposed teams experience with projects of similar size and scope to those to be performed under this contract. For the projects being submitted provide at a minimum: a) Three (3) specific, completed, retro-commissioning projects that had minimum contract value of $20,000. Provide a description of the work performed, contract cost, and the energy cost savings resulting from the project. b) One specific, completed project that involved connected buildings that have shared utility infrastructure such as EMS, chilled water systems, and heating and air balancing & pressurization, etc. Section F.23. Provide a client point of contact and telephone number for each project. SF330, Section G, Key Personnel Participation in Example Projects: Submit in accordance with the SF 330 Instructions. Identify the role that the proposed Mechanical Engineer and other team members played in the projects submitted SF330, Section H, Additional Information requested by Agency. Address the remaining Criteria 2, continued through Criteria 7; additional sheets may be used, if required. Clearly identify the Criteria number and title. CRITERIA 3: PAST PERFORMANCE: Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. Points of contact provided in other criteria may be contacted. A firm with no record of past performance information shall be evaluated neither favorably nor unfavorably. Submission Requirement: a) Discuss A/E's ability to work with Government entities and design standards. b) For each Federal project provided as experience under Criteria 1 and Criteria 2, provide a copy of all Performance Evaluations (Architect/Engineer) issued for that contract. For non-Federal contracts, provide facility owner documentation of the firm's performance issued on that contract. If no documentation exists, state that none exists. c) Provide accessible owner points of contact-name, title, address, telephone number, and fax number d) Provide copies of awards and letters of appreciation/commendation CRITERIA 4: CAPACITY: Capacity to accomplish the work in the required time. Submission Requirement: a) For the A-E and each proposed team, list all current projects or projects likely to be awarded before July 2007 with a fee of greater than $20,000. For firms with multiple offices, only offices identified for inclusion in this design team need to be included here. For each project, identify the current fee, the current stage of the project, and the anticipated completion date. Indicate the firm?s present workload and the availability of the project team (including sub-consultants) for the specified contract performance period b) Describe experience in successfully delivering projects per performance schedule. CRITERIA 5: LOCATION: Location in the general geographical area of the projects and knowledge of the locality of the projects. Submission Requirements: Describe and illustrate the team?s knowledge of design approaches, construction materials, codes/ordinances, costs, and other conditions unique to the geographic area covered by this contract. Documentation of the A-E firm's ability to provide at least 100% overall design services in-house from an existing office within the GSA Mid-Atlantic Region is required for this criteria to be met. ADDITIONAL SUBMITTAL INFORMATION: All information must be included in the SF 330 package. Cover letter, attachments and pages in excess of the page limitation will be excluded from the evaluation process.
