Description
The Uniformed Services University of the Health Sciences (USUHS) intends to issue a requirement for a real-time thermal cycler. The real-time thermal cycler shall have the following specifications: a rapid, real-time thermal cycler is needed to be used for synthesizing and identifying DNA/RNA from prepared biological samples. The cycler needs to simultaneously yet independently perform multiple large varieties of synthetic DNA/RNA in addition to large amounts. Therefore, each of the individual reaction sites in a rapid, real-time thermal cycler must have its own independent thermal cycling and optimal control system, with the ability to accurately record all thermal and spectral fluorescent) measurements for each sample reaction site. It must have the capability to detect 4 spectral bands using high-intensity LED emitters and silicon detectors for 4 color real-time, simultaneous, optical excitation and detection; allowing the capability to monitor in true real time up to 4 different targets in one sample. It must be capable of performing and illustrating 2nd derivative threshold cycle analysis, for efficient and accurate quantitative analysis. It must be capable of automatically advancing to next stage of the cycling process. It must be capable of rapid, real time PCR experimental analysis. Sample amplification and analysis must be able to be performed in as few as 20-30 minutes. It must utilize unbreakable polypropylene sample reaction tubes, with a high surface to volume ratio. It must be expandable to 96 sample reaction sites, and yet maintain the ability to independently program each sample reaction site. The instrument should include a desktop computer, flat panel monitor, operator?s manual, tube racks, 100 25 UL reaction tubes, and mini centrifuge. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. It will be the responsibility of the contractor to check the website, http://www.fbo.gov, for the issuance of any changes/updates to the solicitation. Quotes are being requested and a written solicitation shall not be issued. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-16. The North American Industry Classification System (NAICS) code is 334516 and a small business size standard of 500 employees. Delivery and acceptance is at the Uniformed Services University of the Health Sciences. All Responses are due on May 4, 2007 at 4:00 pm. Anticipated award date is May 9, 2007. The Government requires the best commercial warranty offered to the general public and their best customer. The contractor shall provide pricing for the following real-time thermal cycler. This requirement is set-up as follows: Contract Line Item Number (CLIN), Description, and Quantity: CLIN 0001- REAL-TIME THERMAL CYCLER, 1 EA. The government will award a firm-fixed-price (FFP) contract resulting from this solicitation to the responsible offeror whose offer, conforming to this announcement; will be most advantageous to the government, price and other factors considered. To be considered please provide the specs and/or literature documentation of the real-time thermal cycler. To be eligible for contract award, a contractor must be registered with the Central Contractor Registration (CCR) database.
