Description
This is a Sources Sought Notice to determine the availability of potential small business (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) to test the adoption and use of Personal Health Records (PHRs) by Medicare beneficiaries, and to determine the usefulness and value of various PHR functions for Medicare beneficiaries. This is another step toward allowing and encouraging Medicare beneficiaries to engage directly in their own medical care through ready access to their medical information. CMS is looking for, but not limiting to, small businesses that are currently on a GWAC or GSA schedule, have the ability to team with Medicare Vendors, and possess an existing PHR tool. In order to respond to this notice, contractors must be able to perform (experience and or ability to provide) all of the following: ? The contractor must have current access to live Medicare claims data, including Part A, Part B, DMERC and RHII (Please explain access; e.g. teaming arrangements/partnerships). ? Have an existing PHR tool in full production and use ? The ability to move Medicare claims and eligibility data into the PHR tool ? The ability to have geographic reach of 100,000 or more beneficiary claims data. ? Have the ability to populate the PHR with medication history from Part D plans and/or pharmacy benefit mangers. ? The ability to secure and track the individual?s authorization to have the data moved and maintained in the PHR ? The contractor will be required to conduct outreach and education to motivate beneficiaries to use the PHR and ? Provide regular utilization reports to CMS, and participate in and support a qualitative study to be conducted by an agency or entity selected by CMS Please include the following in your response: Business Information -- a. If so, please identify the agency that approved the system. f. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). All offerors must register on the CCR located at http://www.ccr.gov/index.asp . g. Company Point of Contact, Phone and Email address h. Point of Contact, Phone and Email address of individuals who can verify the demonstrated capabilities identified in the responses. Teaming Arrangements: All teaming arrangements shall also include the above-cited information and certifications for each entity on the proposed team. Teaming arrangements are encouraged. Responses must be submitted not later than May 9, 2007. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 10 pages. This is not an invitation for bid, request for proposal or other solicitation and in no way obligates CMS to award a contract.
