- Description
- The U.S. Army Communications-Electronics Life Cycle Management Command (C-E LCMC) Acquisition Center-Washington, on behalf of Project Management-Command and Control Systems (PM-CCS), Countermine Division, plans to negotiate a sole-source contract wit h Gyrocam Systems, LLC for spares and repair parts for the Gyrocam Triple Sensor Camera System in support of Operation Iraqi Freedom (OIF) and Operation Enduring Freedom (OEF). The Gyrocam Triple Sensor Camera is a vehicle mounted high resolution camera s ystem with day vision, night vision, and thermal imaging capabilities. When combined with a zoom capability, this camera system significantly improves the force protection of warfighters by enabling identification of explosive targets at greater stand-off distances. The Gyrocam Triple Sensor Camera is installed on RG-31 Mine Protected Vehicles (MPVs) and Joint Explosive Ordinance Disposal (EOD) Rapid Response Vehicles (JERRVs). The camera system allows a vehicle to move over rough roads or at high speeds while steadily displaying images inside the vehicle. Spare and repair parts, to include assemblies, sub-assemblies and components, are needed to enable expedited repair of battle-damaged camera systems and, therefore, enable rapid return of the camera sy stem to the field. The Contractor will provide spares and repair parts including assemblies, sub-assemblies and components for the Gyrocam Triple Sensor Camera System. The vehicles the sensors are mounted on are blown up by explosive targets on a daily basis, repaired and p laced back into service, often within the same day. The spare parts particular to the Gyrocam Triple Sensor Camera will be needed to repair the camera system in case of failure or down time and fielded again for use. It has been determined that Gyrocam Systems, LLC is the only one responsible source and no other supplies will satisfy the agencys requirements. The statutory authority for other than full and open competition is 10 USC 2304(c)(1); Only One Responsible S ource and no Other Supplies or Services will Satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the required Gyrocam Triple Sensor Camera System spares and repair par ts may submit a parts list with a corresponding quote that will be considered by the agency. The resultant contract will be a three-year Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ) contract.
