Description
The General Services Administration (GSA), Northeast and Caribbean Region is pleased to announce an opportunity for the selection of up to three (3) 8(a) small business firms, and up to two (2) Historically Underutilized Business Zone (HUBZone) small business firms to serve as general contractors under a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a broad range of construction services in Government owned and leased buildings, which are located in New York and Northern New Jersey. Specific services will be obtained on an individual task order basis. The selected contractors shall be capable of providing or obtaining all the necessary resources to meet individual task order requirements. The contractors shall provide all labor, material and equipment necessary to perform design, construction and related requirements stipulated within the individual task orders issued against this contract. GSA anticipates awarding up to five (5) contracts; each will be a base year contract with four (4) option years. There is a maximum estimated dollar amount of $5 million per contract per year. The total maximum estimated contract value for all five (5) contracts is $125,000,000. The Request for Proposal (RFP) will be issued via FedBizOpps on or about May 11, 2007. GSA will utilize the Best Value "trade off" process in accordance with FAR 15.101. For this procurement, technical evaluation factors, when combined, will be considered significantly more important than price. The following three technical evaluation factors will be evaluated: Experience on Similar Projects, Qualifications of Key Personnel and Past Performance on Similar Projects. A Pre-Proposal Conference will also be scheduled. Additional information will be provided in the solicitation.
