Description
THIS IS A SOURCES SOUGHT NOTICE FOR THE UNITED STATES COAST GUARD (USCG) RESEARCH AND DEVELOPMENT CENTER (RDC) IN GROTON, CT. This Request For Information (RFI) is part of a market research effort to assess industry capabilities that will best address the USCG's need. The USCG RDC is chartered to conduct research, development, testing and evaluation activities. The USCG RDC is seeking sources capable of providing handheld biometrics collection devices for use by USCG boarding teams in their mission to acquire, enroll, and match fingerprint and facial scan biometrics of non-U.S. persons entering the U.S. from the sea. Settings for such biometrics activity may include collecting biometrics from the deck of a 110' Coast Guard patrol boat, off the deck of larger cutters ranging from 210' to 378', and carrying the equipment up 60' boarding ladders onto the decks of commercial freighters. REQUIREMENTS: The handheld biometrics collection devices shall: (1) Be able to perform all functions (including digital fingerprint scans and facial photos) in a range of environmental conditions (20 - 120 degrees F, relative humidity up to 100%, rain, direct sunlight, and near darkness as experienced in night operations, humidity transition (from 20% to 100%), thermal transition (from 60 to 120 degrees)); (2) Be able to capture IAFIS quality digital fingerprint images; (3) Be able to capture digital facial images; (4) Be portable, battery powered, hot-swappable (supporting 5 hours of continuous operation) and operate independently from a laptop or desktop computer; (5) Be able to be used in a moving environment (including varying sea states up to 6 foot waves); (6) Be rugged and water resistant (able to withstand a fall of 5 feet or be submerged in water); (7) Be able to operate with covert alert options; (8) Be able to scan barcodes and import associated barcode data; (9) Weigh and measure less than 4 lb (with battery) and 14 inches by 6 inches by 2 inches, respectively; (10) Be constrained to only Government-Off-the-Shelf (GOTS) and Commercial-Off-the-Shelf (COTS) systems; (11) Be able to capture wet or dirty fingerprints; (12) Be able to perform fingerprint image compression, extraction, image quality detection and image cropping; (13) Be able to log all operations performed; (14) Be encrypted or able to be encrypted - be able to encrypt files for transmission/downloading to AES-256 standard; (15) Be able to capture additional data (in addition to biometric data) including an ID number; (16) Be able to be operated by only one user; (17) Be able to create EFTS records that meet the FBI Electronic Fingerprint Transmission Specification Appendix F; (18) Be able to capture facial images that meet facial matching requirements (put forth in ISO/IEC 19794-5) and be configurable to capture images of less quality; (19) Be able to save all data prior to shutting off due to power failure; (20) Be able to capture and store up to 200 EFTS records; (21) Be able to capture all data for the EFTS record in less than 1 minute; (22) Be able to search fingerprint templates stored on the unit; (23) Be able to transfer all information from the device to a workstation; (24) Contain wireless transmission capabilities to meet CG CIO Wireless Policy (CI 2010.2 USE OF UNCLASSIFIED WIRELESS DEVICES, SERVICES, AND TECHNOLOGIES signed 12 Feb 2007); (25) Be able to start up in less than 5 minutes; (26) Be able to be tethered, strapped, or holstered to the user. Statements addressing the above capability areas shall be limited to ten (10) pages. Page limit does not apply to all certification documentation and Handheld notification documents if provided.
