Description

FISC, Norfolk Contracting Department, Philadelphia Office intends to acquire, on a sole source basis in accordance with FAR 6.302-1, test administration services from Consulting Psychologists Press (CPP), Inc. The services are required for the Defense Activity for Non-Traditional Education Support (DANTES) Pensacola, FL. The proposed acquisition is to provide DANTES with test administration services for its Myers Briggs Type Indicator (MBTI), Strong Interest Inventory (SII), and Skills Confidence Inventory (SCI) testing programs. Services involve printing, distributing, scoring, maintaining, inventory management, record storage, information services; training and technical support for DANTES related materials. The contract will required support of paper-based, fax back, CD-ROM and online delivered services and four formal training sessions for DANTES Test Centers and Family Support Centers worldwide. The training component cannot be contracted separately from the basic requirements. It is anticipated that an indefinite delivery requirements contract with fixed priced provisions, including a one-year base period beginning 01 OCT 2007 and four (4) one-year options will be awarded to satisfy this requirement. CPP, Inc. is considered the only source of all the required test administration services and associated materials. CPP, Inc. is currently the incumbent contractor, performing these services under FISC, Norfolk Contracting Department, Philadelphia Office contract N00140-03-D-3598. The proposed solicitation and contract award will be conducted under the provisions for Commercial Items in accordance with Federal Acquisition Regulation (FAR) Part 12.
