- Description
- The U.S. Environmental Protection Agency, Pacific Coastal Ecology Branch, 2111 SE Marine Science Drive, Newport, Oregon, requires Replacement of the Roofing Surface at the Shop and Pump House Buildings. The Contractor shall provide all supervision, labor, materials, tools, equipment, hardware, and documentation necessary to complete the project. There are two structures and three different roof levels. The shop roof has two levels, approximately 1,680 and 620 square feet. The pump house has one level approximately 1.450 square feet. The current roof is hot mopped built-up with gravel. This project consists of removing gravel from the roof, disposal or recycle of gravel off Government property in accordance with applicable regulations. New roofing material shall be PVC membrane with a minimum thickness of 50 mils. Color: White. Membrane shall meet applicable American Society for Testing and Materials (ASTM) D4434 and D5019. The contractor shall prepare the roofing surface, vertical surfaces, penetrations, and drains for the installation of the PVC membrane roofing. Preparation shall include removal of gravel and all materials which do not provide a sound underlayment for the roofing membrane in accordance with the recommended manufacturer?s installation requirements. Prepare roof surface in accordance to manufacturer?s requirements. Installation of PVC membrane shall be with mechanical attachment in accordance with local wind loads. Install roofing, flashing, curbing as required by manufacturer of the roofing product to ensure compliance with a minimum 15 year warranty and provides a leak proof roofing system. Contractor shall provide a Certificate of Manufacturer?s approval for warranty of roofing installed. Acceptance and Payment for Roofing project will be based on Manufacturer?s Approval of Installation. This is an unrestricted acquisition. A firm-fixed price contract is anticipated. Contract award will be made using best value methodology. Two evaluation factors will be used: Past Performance and Price. The evaluation factors will be approximately equal in importance. The anticipated contract performance period is 45 days after receipt of notice to proceed. The estimated price of the work is between $25,000 and $100,000. All responsible sources may submit a proposal which will be considered by the Agency. All prospective offerors are required to be registered in the Central Contractor Registration system in order to be eligible for contract award. See the website www.ccr.gov for information about registration. The solicitation with specifications and site visit information, will be released through the internet on the Fedbizopps.gov website at www.fedbizopps.gov. The anticipated solicitation release date is approximately May 14, 2007. No hard copies of the solicitation will be provided.
