- The U.S. Environmental Protection Agency (U.S. EPA) Ecosystems Research Division (ERD) intends to award a sole source, fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, to Q-Sense, under the authority of FAR 6.302-1. The purpose of the acquisition is to purchase one complete Quartz Crystal Microbalance with dissipation monitoring and data acquisition and analysis hardware and software, QCM D300 system plus a box of 5 silicon dioxide coated crystals and 5 polystyrene coated crystals. QCM technology has played an important role in measuring thin film deposition on surfaces in manufacturing and interfacial chemistry research and is now beginning to be applied to environmental processes studies. This instrument will be used to explore the basic phenomena governing colloidal (natural colloidal materials and man-made nanomaterials) interactions with model soil and sediment surfaces (ex. QCM silicon dioxide and polystyrene coated crystals). A better understanding of these interactions will improve the ability to model the fate and transport of colloids and nanomaterials in the environment. The system shall: (1) have nanogram per cm2 sensitivity for liquid applications; (2) be fully integrated with on board temp control (+ 0.02oC) and liquid flow-through chamber; (3) come complete with a data station consisting of a current computer and a minimum flat screen of 19?; (4) include all accessories for crystal handling, changing, and cleaning; (5) include hardware and software capabilities for dissipation analysis of elastic films (at least 10-7 delta D in liquid); and (6) accept a wide range of coated crystals to be used as models for a range of environmental surfaces. Software shall include a complete set of tools for acquiring and analyzing output data and for plotting layer mass, thickness, and elasticity over time. Software and hardware must be Section 508 compliant. Equipment is required by 07.31.07. The NAICS code for this procurement is 339111. It has been determined that Q-Sense is the only vendor uniquely qualified to meet this requirement. No solicitation or request for quote (RFQ) is available. Notwithstanding, any firm who believes it is capable of meeting the EPA?s requirements as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing by email to Rick Pittman. A determination not to compete the proposed Purchase Order based on the responses to this notice is solely within the discretion of the Government.
