- This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. You may also access information on the NSWC Crane Division web site at http://www.crane.navy.mil/acquisition/homepage.htm. The Naval Surface Warfare Center, Crane Division requires Submersible Monocular Night Vision System (SMNVS) in two configurations, one for US Coast Guard forces (referred to as SMNVS-CG) and one for US Navy forces (referred to as SMNVS-N). Each system shall be supplied with either a MX-11769/UV image intensifier tube or a MX-10160/UV image intensifier tube. The monocular systems must withstand immersion to a depth of 66 feet of seawater or equivalent pressure of freshwater for a minimum of 2 hours. Also we require head mount face mask assembly for the Navy configuration; helmet-mount (flip-up/flip-down) for each of the two system configurations; helmet strap for PASGT helmet; helmet strap for MICH helmet; and low profile 3-hole MICH mounting bracket and associated contract data requirements. Major components of the SMNVS consist of: objective lens, image intensifier tube and power supply assembly, eyepiece assembly, IR light Source, LED indicators. Ancillary equipment f or the SMNVS-N system consist of: demist shield, sacrificial filter, protective eyecup, lens covers, neck cord, lens paper, operator?s manual, batteries (2 each), 3X objective lens with adapter, shipping/storage case, carrying case and head/helmet mount adapter assembly. Ancillary equipment for the SMNVS-CG system consist of: demist shield, sacrificial filter, protective eyecup, lens covers, neck cord, lens paper, operator?s manual, batteries (2 each), 3X objective lens with adapter, shipping/storage case, head/helmet mount adapter assembly, head mount assembly; split rings (2 each), IR illuminator assembly, floating neck strap assembly, and camera adapter kit. Inspection point is source and Acceptance point is at destination by NSWC Crane personnel. This solicitation will be issued on a full and open competition basis using a performance specification. The Navy intends to award a five-year Firm-Fixed price, Indefinite Delivery Indefinite Quantity contract for a contract minimum of 200 each and a contract maximum of 7,700 each. Desired del ivery of the systems is 100 each per month beginning 180 days after receipt of order. NAICS code 334511 Size 500. DPAS rating is DO-A70. Offerors will shall be required to submit a written a written proposal. Evaluation criteria shall consist of Capability, Past Performance and Price. Award will be on a best value basis.
