- The Naval Air Systems Command announces its intention to procure, on a competitive basis, services necessary to provide HAZMINCEN hazardous material and hazardous waste operations and management support to CSCW-1 and Fleet Reconnaissance Squadrons THREE, FOUR, SEVEN (VQ-3, VQ-4 and VQ-7), and all other contractors or tenants operating under direction of CSCW-1 by furnishing the necessary labor, equipment and material to provide support in the following areas: -Operation of a Hazardous Minimization Center capable of meeting the Squadron?s requirements -Complying with regulations attendant to handling, storage, transport and disposition of hazardous materials. -Managing the inventory to ensure "cradle to grave" accountability. This applies to any HAZMAT brought to Tinker Air Force Base (TAFB) in support of the TACAMO Campus to include the Operational and Maintenance Trainers, as well as vehicle maintenance performed under the cognizance of CSCW-1. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible small business firms capable of providing the services as described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The NAICS for this requirement is 562211 with a size standard of $11.5M. Therefore, all interested small businesses are encouraged to respond. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. REQUIREMENTS: See Draft Performance Work Statement at http://www.navair.navy.mil/doing_business/open_solicitations/ and search for solicitation/reference number N65886-07-P5-AC095. SUBMITTAL INFORMATION: It is requested that interested small businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length-excluding graphics, single spaced, 12 point font minimum) demonstrating ability to perform the services listed in the Performance Work Statement. Following is a suggested outline for a response to this sources sought. This outline is intended to minimize the effort of the respondent and structure the responses for ease of analysis by the government. Section 1 Corporate Overview DUNS number, and a statement regarding current small business status Company profile to include number of employees, annual revenue history, office location Briefly describe your company, your products and services, history, ownership, financial information, and other information you deem relevant. Section 2 Understanding of HAZMIN Briefly describe the respondent?s understanding of HAZMINCEN and how the offeror will ensure the successful, timely and cost-effective implementation of the HAZMINCEN Program requirements described in paragraph 3.0 herein. Section 3 Corporate Experience Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact with current telephone number, a brief description of how the contract referenced relates to the services described herein Section 4 Corporate Approach Resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications and specific experience of such personnel Management approach to staffing this effort with qualified personnel which should address current hires available for assignment to this effort, possible subcontract/teaming arrangements, and strategy for recruiting and retaining qualified personnel The ability to obtain the personnel with the security requirements described in the PWS. Section 5 Additional Materials / Suggestions / Discussion Please provide any other materials, suggestions, and discussion deemed appropriate that the respondent feels will enhance the emerging solicitation. Any risks attendant to the approach described in the Performance Work Statement should be addressed, along with potential mitigation strategies.
