Description
This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only solicitation. Price quotes are being requested and a written solicitation will not be issued. This solicitation, HSCG-SECTOR ARMORY, is issued as a Request For Quotation (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. Federal Acquisition Regulations (FAR) clauses and provisions are available via internet address: http://www.arnet.gov/far/. This acquisition is 100% set-aside for small business concerns. The North American Industry Classification System (NAICS) is 562910 and Small Business Size Standard is $13.0. The contract will be awarded using simplified acquisition procedures in accordance with FAR 13. This acquisition is for a one time cleaning to the SECTOR Miami Armory in accordance with the specifications provided below. Work is to be started approximately around May 21, 2007. The POC is LTjg Eric Brooks at 305.535.4521 or e-mail eric.j.brooks@uscg.mil. -Cleaning of entire air handling system both the supply side, exhaust, all vents in entire building, including range A/C vents and the office A/C vents. (inside and outside)(Ventilation blow-down of ductwork and wipe down of interior and exterior surfaces. -Cleaning of entire building ALL horizontal surfaces (detail below) including all indoor spaces, i.e., offices, control room, bathrooms and common areas -Full thorough cleaning (with the use of an approved lead removal surfactant and HEPA vacuum) of all exposed surfaces (both horizontal and vertical) on range and offices, both bathrooms, common areas, control room, both range entrances, weapons and ammunition vault, including all walls, floor, counters, tank, filing cabinets, bookshelves and storage cabinets. Including wall above false ceiling, all pipes, and support structure above false ceiling, crawl space in office and remove all old/contaminated ceiling tiles but NOT including replacement with new tiles. Special emphasis will be placed on horizontal exposed surfaces, as well as any vertical surface likely to be touched, rubbed, or otherwise disturbed including light switches, handles and doors. -Remove all desks from wall, clean, place in a clean area until D-Leading is complete and then restore to original location. -Unplug, clean, and remove all electronics devices (i.e. computers, phones, speakers) place in clean area until D-Leading is complete and then placed back in appropriate space. -Clean all filing cabinets, storage cabinets, bookshelves, place in clean area and then placed back in appropriate space. -Remove and dispose of all ceiling tiles in office, bathrooms, common spaces and range. -Clean storage cabinets on the range, inside and out then placed back in appropriate space. -Clean weapons vault and safes inside the vaults inside and out. (Weapons will NOT be removed). -Clean ammunition vault and shelves. (Ammunition will NOT be removed). -All lockers will be cleaned inside and out, placed in a clean area until D-Leading is complete and then placed back in appropriate space. -Electronics in control room will be cleaned and NOT REMOVED. -Fans on range shall be removed, and disposed of in a proper manner. -Replacement of all filters in exhaust system (pre-filters and HEPA filters) once system has been cleaned. -All duct work from plenum to ducts, replacing any fiberglass/flex duct if cannot be properly cleaned. -Includes recycling of all lead contaminated material (with the exception of wood) included. -Work from 0600 to 1600 M-Fri. Plus possible Saturday. -Time frame estimated at 10 days, or at worst case 3 calendar weeks. The following FAR provisions/clauses apply to this solicitation.
