- TACOM LCMC (RI) is seeking sources interested in functioning as the Arsenal Support Program Initiative (ASPI) Site Manager at Rock Island Arsenal (RIA), Rock Island, IL. Site manager will have authority to execute tenant agreements for up to 50 year s with interested commercial firms. Site managers responsibilities include, but are not limited to, planning, programming, administration, coordination and management necessary to insure the successful execution of the ASPI program at RIA, including but not limited to the ASPI programs real estate renting aspect. Site manager is responsible for executing an overarching business plan, in coordination with the Government, for purpose of attracting to the site firms and other compatible business and organi zations. The ASPI program is designed to help maintain the viability and unique capabilities of the countrys manufacturing arsenals. The Site Manager has the authority under the ASPI program to allow commercial firms to utilize excess and underutilized portions of the arsenals. Additionally, the ASPI program allows access to Arsenals skilled workforce base for commercial purposes through the auspices of the Intergovernmental Personnel Act (IPA). Therefore, any resulting contractor would have to be abl e to comply with all standards and regulations set forth under the IPA. The Site manager will be responsible for creating strategies, marketing available space, managing A&E design and construction activities, executing tenant agreements, collecting rent from tenants, securing state and local grants to assist location of comm ercial firms on RIA, coordinating with local and regional development authorities, and complying with applicable federal, state and local laws/regulations regarding safety, health, environment and historical preservation. The contractor will also be responsible for all their operating expenses and shall recover its costs and fees of operation, including its costs and fees related to marketing, negotiation, approval, execution, and management of tenant agreements, through a portion of the fees paid by those tenants under the Occupancy Agreement (lease). Contractor shall be responsible for non-payment of fees (rent) by their tenants. Interested firms to provide a synopsis of their company along with their capabilities and years of experience in performing the above listed work as the primary contractor and information as to how they comply with the standards and regulations set forth i n the Intergovernmental Personnel Act..
