Description
The Corps of Engineers, Nashville District will issue a Request for Proposal (RFP) W912P5-07-R-0005 to construct a concrete seepage barrier at Wolf Creek Dam, which is located near Jamestown, Kentucky. The solicitation for this Best Value contract is expected to be issued on approximately 14 June 2007. The following is a general description of the work involved. Major components of the seepage barrier construction include: (1) Work Platform Construction. Supplement existing 60-foot wide work platf orm to create desired work platform width. Install permanent work platform(s) on cone section; (2) Double Line Grout Curtain. Complete a partially constructed, 4,500-foot long grout curtain which includes about 150,000 linear feet of soil drilling and 17 0,000 linear feet of rock drilling. A 100-foot long section of the curtain is located over water. The approximate maximum depth of the grout curtain is 375 feet. The curtain is comprised of balance stable grout and is to be installed using an automated r eal-time monitoring system for the water pressure testing and grouting, which is capable of computing a suite of engineering data allowing side-by-side evaluation of geology, grout mixes, Lugeon values and apparent Lugeon values, and plotting data into rep orts and CADD drawings. The anticipated volume of grout solids is 200,000 cubic feet for the entire project. Soil drilling requires utilizing resonant sonic methods; (3) Concrete Seepage Barrier- Installation of concrete seepage barrier having a minimum 2 foot thickness extending from elevation 750 to elevation 475 with the exception of sloping wraparound embankment section which is lower than elevation 750. The length of the seepage barrier is approximately 4,200 feet and total surface area of the face is about 1,100,000 square feet;. (4) Disposal Area. Development of slurry and waste disposal area on adjacent Government property; (5) Haul road. Construct a 700-foot long haul road from New Power Plant Road to the new disposal area downstream of the dam; (6) Existing Instrumentation. Monitor existing instrumentation including piezometers and inclinometers; (7) New Instrumentation. Install and monitor piezometers, inclinometers and surface monuments; (8) Gallery Grouting. - Install grout curtain in dams drainage gallery. The project range is expected to be between $200 and $500 million dollars. Proposals will be evaluated against the following criteria: (1) Technical Approach, (2) Specialized Experience and similar type work, (3) Management Approach, a nd (4)Past Performance. The North American Industrial Classification System (NAICS) code for this work is 237990 (Other Heavy and Civil Engineering Construction) with a small business size standard of $31 million. Interested companies should be able to verify they can meet the 1 00 percent bonding requirement for performance and payment bonds and be registered in CCR with representations and certifications available through ORCA.
