- REQUEST FOR INFORMATION THIS IS A REQUEST FOR INFORMATION ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. This Request for Information (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this request for information nor will the Government compensate the respondent for any cost incurred in developing the information for the Government. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Respondents may provide information on any currently available product that meets the Navy's requirements. NAVAIR Lakehurst is requesting information on a Next Generation Memory Loader Verification Set (MLVS) that utilizes Commercial Off The Shelf (COTS) hardware and software wherever possible and practical. The Next Generation Memory Loader Verification Set shall be a compact, hand-held, one man portable unit capable of uploading/verifying classified and unclassified Operational Flight Programs (OFPs) and user data files (UDFs). The unit shall not exceed 10lbs. The Next Generation Memory Loader Verification Set shall be capable of loading data via single-point or direct loading at the O-and I-level. One person must be able to carry and operate the unit; the operational environment of the MLVS is in avionics shops, on the flight deck, and expeditionary airfield. The Next Generation MLVS shall include the following features/requirements: **Utilization of proven commercially available PC type architecture (COTS, expandable, compact). Utilize open architecture design to facilitate technology insertion - new interfaces, increased performance to support emerging requirements. **Modularity to minimize obsolescence and supportability. **Utilization of COTS software and hardware: Commercially available operating system software with developmental tools/software to support interfaces currently used in industry including MIL-STD-1553. Utilization of COTS Application software. **Unit shall be hardened to operate in unsheltered environment - flight deck or expeditionary airfield with EMI/EMV as strong considerations. **Must be compatible with legacy MLVS loading standards set forth in "Requirements for Memory Loader/Verifier Multiplex Bus Interface with Avionic Systems" (MIL-STD-2217). **Able to operate from 28VDC and 110/120VAC power sources. **The technician must be able to operate the hand controls of the Next Generation MLVS even if wearing work gloves. The Next Generation MLVS will be required to support the following data bus protocols; MIL-STD-1553B Data Bus including Enhanced Bit Rate 1553 (EBR-1553), Ethernet, Fibre Channel, USB 2.0, MIL-STD-2217, RS-232,RS-422 and any other emerging interfaces that allow the unit to load large OFPs. A minimum of 1 gigabyte of RAM with expansion capability is required. It is expected that the Next Generation Software Loader will continue to have the following requirements from the current USQ-131B: 1. Carrier deck loading 2. Ruggedized construction 3. Intermediate (I) (on the bench) & Organizational (O) (on the aircraft) Level loading 4. Fully downward compatible (except where threatening obsolescence is occurring) 4a.Must be able to read and write legacy MLVS PCMCIA ATA cards. These cards are formatted in the FAT16 file system. 4b.Must be connector/cable compatible with MLVS cable set as described in "Technical Manual - MEMORY LOADER-VERIFIER SET AN/USQ-131B" publication NAVAIR 16-30USQ131-2. 5. Unit shall be capable of transferring classified and unclassified OFPs and UDFs. No persistent (retained) data storage after power down in compliance with NAVAIR Information Assurance Guidelines IAPub-5239-26 May 2000. Interested parties responding to this RFI are requested to provide commercial pamphlets, operating and maintenance manuals or any other documentation that would meet the requirements described above.
