Description
SYNOPSIS Subject: Kuwait Air Force Simulated Aircraft Maintenance Trainers (SAMTs) and Naval Air Maintenance Trainers (NAMTs) Description: The Naval Air Warfare Center Training Systems Command intends to negotiate, on a sole source basis, a small purchase order with SimTech Services Corp, Winter Park, FL under the authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The Kuwaiti government is currently using SAMT Devices KU 11H102, 11H103, 11H104, 11H105 and 11H106, as well, as NAMT devices 74D090035-1005 and 74D090033-1005 for maintenance training support for the FA-18 Aircraft. These devices are currently in an unknown operating status and the Kuwaiti Government has requested a site assessment of the condition of the devices as well as a determination of the effort required to restore and update the trainer to be compatible with the -19C Operational Flight Program (OFP) aircraft configuration. The original manufacturer of these trainers is no longer providing support for these devices; however; the founder of SimTech was a significant contributor to the development of the initial systems. SimTech personnel have in-depth knowledge of the training devices and the requisite engineering expertise to conduct an evaluation and provide a report on their findings. There will be no documentation or technical support provided by the Government in support of this effort; therefore, an in-depth knowledge of the systems is required. Additionally, the Kuwaiti government has approved a site visit window of 16 ? 20 June 2007 to facilitate the survey. This notice of intent is not a request for competitive proposals. Interested sources may identify their interest and capability to respond to the requirements. Interested sources must submit detailed technical capabilities, and any other information, which demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted by email to Erin Barton at erin.barton@navy.mil that is compatible with Word 2003, no later than 17 May 2007. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than two (2) pages. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
