Description
FISC Norfolk Contracting Dept. Philadelphia Office intends to solicit for the provision of Curriculum Development Training Data products and services for the Manpower, Personnel, Training and Education (MPT&E) Enterprise, as well as other Department of Defense (DOD), and Department of Navy (DON) customers. Services will support education and training initiatives as related to workforce capability improvements, and will involve the provision of Instructional Systems Development, Program Management, and Analytical Support to deliver products, tools and services in support of initiatives that include but are not limited to the following: Training Technology, Education Strategy and Policy Alignment, Workforce Development, and Enterprise Decisions. Much of the support will be focused on browser based multi delivery web capable applications. The training programs/ projects supported include, but are not limited to the Navy E-Learning Network, the Integrated Learning Network (ILE), Schoolhouse Reengineering and Modernization, Navy Rating consolidations, the Navy Leadership continuum, General Military Training, and Enlisted and Officer Training and Education. The resultant contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Delivery Order contract, under which task orders will be competed independently amongst the awardees in accordance with FAR 16.505. It is the Navy?s intention to award at least three contracts, with at least one award being made to a Small Business. NAICs code 611430 applies. A contract consisting of one base year, with four, one-year options is anticipated, with a projected award date of 01 Oct 2007. Services shall be performed primarily in the Pensacola, FL and Norfolk, VA areas. The solicitation will require the submission of cost and technical proposals. All responsible sources may submit a proposal, which shall be considered by FISC Det. Phila. RFP N00189-07-R-Z037 will be made available electronically upon its release at http://www.neco.navy.mil. It is anticipated that the RFP will be issued in a mid to late May 2007 time frame. It is the Navy?s intention to issue this solicitation through electronic means only.
